<br />Spacin!! <br /> <br />Per the PMC, " No large family daycare home shall be approved if the site of the proposed use is <br />located within three hundred feet (300') of the exterior boundary of another large family daycare <br />home or nursery school, unless the Zoning Administrator makes the specific finding that the <br />concentration of such uses will not adversely affect the neighborhood in which it is located due to <br />the cumulative increase in noise, traffic, and/or parking requirements. " <br /> <br />· Staff has verified that the proposed facility is not within 300 feet of another large family <br />daycare or nursery. <br /> <br />· Staff was unable to identifY any small family daycares within 300 feet of the project site. <br /> <br />In response to a public comment regarding vacancy rates of local facilities, staff contacted Child <br />Care Links to obtain the up-to-date vacancy rates and information on supply and demand for the <br />local area and surrounding cities (Dublin and Livermore). Child Care Links reported that the <br />current vacancy rate for Pleasanton is 8%, Dublin is 8%, and Livermore is 10%. It is estimated <br />that a healthy vacancy rate is something in the range of 20-30%. Additionally, it was explained <br />that a vacancy rate for childcare is different from other types of uses, as it is desirable and <br />necessary for parents to be able to choose a day care based on the quality of care being provided, <br />the affordability of the facility, and such things as hours of operation and location. In situations <br />were the vacancy rate is low, parents are forced to seek childcare services in other cities or put <br />their child into local facilities that do not meet their needs (quality, affordable, or otherwise). <br /> <br />Noise Control <br /> <br />Per the PMC, "Large family daycare homes shall not create noise levels in excess of those <br />allowed in single-family residential areas in the noise element of the general plan or in excess of <br />those allowed in residential property by chapter 9.04 of this code. The zoning administrator <br />may impose reasonable limits on the hours of operation of the large family daycare home in <br />order to ensure that these limits are met. " <br /> <br />A large family daycare home could conceivably generate additional noise that would affect <br />surrounding homes when the children are not closely supervised. Staff feels that the availability <br />of a large play area that is located in the buffered common area as well as the fenced rear yard of <br />the applicant's site (a six-foot tall solid wood fence along the side and rear property lines), <br />combined with limited amount of scheduled outdoor playtime, will minimize the noise level to an <br />acceptable standard. Additionally, the conditions of approval prohibit outdoor playtime <br />occurring prior to 9:00 a.m. Staff believes that with 11 children and two caregivers, there would <br />be adequate supervision to limit noise. <br /> <br />SR:06:033 <br />Page 8 <br />
