<br />Parkin!! <br /> <br />The PMC parking requirements state that, "Parking spaces, including both off-street and on- <br />street, shall be available for the actual parking demand created by the use, including the <br />applicant's own vehicles, those of employees, and those of persons delivering and picking up <br />children. On-street parking is available for the use if such spaces are within a reasonable <br />distance of the home and can be reached saftly from the home by children. " <br /> <br />· The applicant is stating that she has 25 spaces available to them within a reasonable distance <br />of the home for her use. In addition to the two (2) driveway spaces, she calculates that there <br />are three (3) curbside spaces in front of the home, 15 spaces along Genovesio Drive/Appian <br />Street, and five (5) visitor parking spaces at the community clubhouse. <br /> <br />. Staff has determined that a total of five (5) parking spaces are readily available for <br />residential/employee use and for pick-up and drop-off of the children. As discussed in the <br />Planning Commission staff report, these spaces include two (2) garage spaces and one (I) on- <br />street parking space in front ofthe property that are for residential/employee use and two (2) <br />spaces in the driveway for parents to drop-off and pick-up their children. <br /> <br />- The two (2) garage spaces and the one (I) curbside space provide sufficient parking for <br />the personal vehicle(s) and an additional employee vehicle. <br /> <br />- The use of the two (2) driveway spaces provide safe child drop-off and pick-up. Staff is <br />requiring that an assigned drop-off and pick-up schedule (staggered in 10-15 minute <br />intervals) be developed by the applicant to ensure the availability of the spaces. Such <br />drop-off and pick-up schedules have been used on previous daycare applications and <br />have worked to mitigate the parking shortages and impacts on neighboring lots. Staff <br />feels that the institution of the drop-off and pick-up schedule is appropriate for this site. <br /> <br />- All parents of children attending the facility will need to sign an agreement with the <br />facility operator noting the acceptance of the proposed parking schedule, the parking <br />location limitations, and the adherence to the speed limit of the development. <br /> <br />The opponents to the proposal feel that the number of parking spaces listed by the applicant is <br />not an accurate representation of the parking situation as many of the noted parking spaces are <br />located in front of neighboring homes or are associated with the clubhouse/guest parking. Staff <br />agrees and feels that five parking spaces is more realistic. <br /> <br />Staff feels that the condition of approval requiring the use of the driveway for drop-off and pick- <br />up addresses the concerns of patron parking and that the garage spaces and the curbside space are <br />adequate to serve the facility operators and employees. <br /> <br />SR:06:033 <br />Page 7 <br />
