<br />condition addressing traffic safety and speed on the part of the daycare patrons, which we believe <br />is a reasonable mitigation for the daycare. <br /> <br />Although Genovesio Drive is 42 feet wide and can accommodate on-street parking, staff had <br />concerns with a sharp, blind corner that is within close proximity of the project site and a <br />common unsafe traffic maneuver of the daycare patrons, which are discussed further in the <br />following paragraph. Staff feels that both concerns have been addressed by the conditions of <br />approval for this application. However staff is unable to address the traffic concerns of the <br />Planning Commission given the City limitations to enforce traffic laws on a private street. <br /> <br />Staff identified that the patrons of the daycare tend to use the curbside parking space for loading <br />and unloading of the children due to the convenience of the direct approach on Genovesio Drive. <br />This parking pattern results in frequent use of unsafe and un-neighborly traffic maneuvers, Le. <br />U-turns at the sharp, blind corner, K-turns which obstruct traffic flow, and the use of neighboring <br />driveways as a way of turning the vehicle around. In staffs opinion, these unsafe and <br />un-neighborly traffic maneuvers can be corrected by a condition of approval requiring all patrons <br />to use the driveway of the daycare for loading and unloading of the children. Stafffeels that this <br />mitigation is two-fold. Primarily, the use of the driveway by patrons resolves the traffic <br />maneuver concerns of both the neighbors and staff by providing a parking space that positions <br />the vehicle for normal traffic maneuvers. Additionally, staff feels that this requirement will also <br />provide for a safer method of child pick-up and drop-off given the speeds of vehicles traveling on <br />Genovesio Drive. <br /> <br />In light of the Police Department's inability to enforce traffic laws on private streets and the Fire <br />Department's reluctance to support installation of speed bumps, staff would encourage the HOA, <br />residents, the Police Department, the Fire Department, and the applicant to coordinate their <br />efforts to enact a remedy to the speeding issue. <br /> <br />Mrs. Thuse has provided a revised application that she feels addresses the traffic concerns. She <br />feels that the reduction in the requested number of children from 14 to 11 will reduce the total <br />amount of traffic generated by the proposed use, thus mitigating related issues of traffic speeds <br />and safety. <br /> <br />In consideration of the traffic concerns expressed by the surrounding neighbors, the project is <br />conditioned that the applicant shall prepare flyers which state that clients must be respectful of <br />the neighborhood and may not park in the wrong direction, speed, park in neighboring <br />driveways, do U-turns in neighboring driveways, keep their engines running, or use their car <br />horns during pick-up and drop-off periods. The applicant will have each client sign a flyer and <br />keep copies on file at the daycare facility. The applicant is also required to distribute a contact <br />phone number to the neighbors and to encourage them to call in the event of a problem. <br /> <br />It is staffs opinion that the existing facility does increase the traffic volume slightly but not to a <br />level of significance, given the conditions of approval. <br /> <br />SR:06:033 <br />Page 6 <br />
