This would be located in the Valencia community <br />of Hacienda. <br /> <br />1 do not support this application based on the following concerns: <br /> <br />1. Observations of the effects of expanded daycare facilities in residential areas in <br />Danville - I and colleagues in the real estate industry had seen the abuse of large daycare <br />permits in residential neighborhoods of Danville. These have often resulted in increased street <br />traffic and parking abuses. These, in turn, have led to neighborhood discord (in some cases, <br />outright hostility), police intervention to deal with parking abuses or count vehicles, and a <br />decrease in nearby property values. I do not live adjacent to the property in question but I do <br />not want to see the potential for the same problems brought to the Hacienda residential area. <br />2. Increased traffic - There are no guarantees that current and future clients of the daycare <br />facility will be from the immediate neighborhood and the daycare facility owners cannot <br />make such guarantees. There is only one road leading into Genovesio Drive and that is San <br />Marcos Way, which cuts through the middle of Avila at Hacienda. This facility will increase <br />the traffic through San Marcos Way; affecting both Valencia and A vila residents. Within our <br />homeowners association meetings, we have often lamented that non-residents often drive <br />well-above the posted speed limits of our community and put our children at risk. We have <br />worked hard to manage the situation within A vila and do not want to be affected by actions of <br />residents in Valencia. <br />3. Pressure on the Planning Commission for more future approvals - I am not a legal <br />expert, but it stands to reason that the existence of one expanded daycare facility may restrict <br />the liberties of the Commission (and its future members) to deny new facilities. <br /> <br />I understand this daycare facility may serve the needs of some local residents but a permit for <br />14 children, in a residential community with only one incoming/outgoing street, carries too <br />many risks of detrimental effects: <br /> <br />. Increased street traffic along San Marcos Way. <br />. Safety risks to pedestrians; particularly schoolchildren of our community. <br />. Increased costs to the City of Pleasanton for monitoring of traffic and dealing with <br />complaints. <br />. Increased costs to homeowner association to manage traffic and, as a last resort, install <br />speed bumps. <br />. Potential pressure to approve new applications for large daycare facilities. <br />. Neighborhood discord and neighbor quarrels. <br />. Decreased property values of adjacent homes and communities. <br /> <br />As a parent, I can sympathize with the need for nearby daycare. But as a Pleasanton <br />homeowner who has seen the effects in nearby Danville, my advice to the commission is to <br />
