Mr. Gill, Lifetime Tennis, Inc., indicated that during the tracking period, most people were provided
information regarding the availability of other courts in town, including City and School District facilities.

Commissioner Dibiase confirmed with staff that the PMS courts would be operated on a first-come, first-
served basis with a coin-operated charge for light use.

Chairperson Narum opened the meeting for public comment at 7:21 p.m.

Leonard Cooper. 6923 Lassen Street - had questions and concerns about the additional two (2) tennis
courts that were originally planned for Tennis and Community Park.

Mr. Wolfe advised that this would be a very involved process. He noted that neighbors adjacent to the
park had asked for shields for the pathway lighting, and they might be opposed to adding additional
lighted courts.

Tom Murohv. 498 Las Rios Court - liked the recommendation for improvements at PMS, but had some
concerns about charging for lighting. He indicated that was not being done in neighboring communities.
Mr. Murphy would also like this recommendation to be a short-term solution, and felt that tennis courts on
the Bernal Property should still be considered for the long-term. He also commented on the additional
two (2) tennis courts that were in the original Tennis and Community Park plans.

Mr. Wolfe indicated that the Council had asked that tennis courts be considered as a potential use on the
Bernal Property.

Chairperson Narum closed the meeting for public comment at 7:30 p.m.

Commissioner Ellgas discussed with staff what was a "reasonable" charge for lighting, and expressed
concerns regarding vandalism of any coin operated mechanism. Mr. Wolfe advised that charges would be
commensurate with costs for lighting at Tennis and Community Park. He also commented on the
vandalism issue, which he felt could occur with any equipment.

Commissioner Ellgas questioned whether a follow-up study would be conducted if approval were given
by the Commission to move forward with the PMS recommendation. Mr. Wolfe felt that nighttime
tracking could be easily accomplished, which would be helpful in making recommendations concerning
additional courts on the Bernal Property. Chairperson Narum agreed that a follow-up study could be
helpful.

commissioner Kinzer discussed options, and the feasibility of doing courts at either Tennis and
Community Park or on the Bernal Property.

Commissioner Dibiase confirmed with staff that there shouldn't be any neighbor issues with lighting the
courts at PMS.

Commissioner Pentin discussed with staff the number of other racquet sports offered at City facilities. He
wondered what would happen if groups representing those sports came forward with the same request as

Parks and Recreation Commission Minutes
November 10,2005
Page 3
