He felt that the 3.3 people turned away per day for tennis, as indicated in the staff report, <br />was minimal. <br /> <br />Mr. Wolfe indicated that the proposed improvements at PMS offered a reasonable answer to the concerns <br />and needs for additional lighted courts. <br /> <br />Commissioner Kummer supported the staff recommendation to move forward with the proposed <br />improvements at PMS (both lighting and court upgrades). The rest of the Commission also agreed with <br />the recommendation. <br /> <br />Mr. Murphy asked about restrictions on open play during school hours at PMS that could possibly affect <br />retired tennis players. Mr. Wolfe advised that limiting play until after 3:00 pm would affect open play, but <br />noted that there had not been a problem with available court time at Tennis and Community Park during <br />weekday school hours. <br /> <br />Mr. Wolfe advised Commissioner Pentin that funds for this project would be drawn from the Park <br />Renovation Fund, which has sufficient funds to complete the project. <br /> <br />Commissioner Kinzer inquired about after-school tennis programs and questioned whether having lighted <br />courts at PMS would be of a greater benefit to the community than to the school. <br /> <br />A motion was then made by Commissioner Kummer, seconded by Commissioner Dibiase, recommending <br />that the City Council approve the staff recommendation to move forward with proposed improvements at <br />PMS (both for lighting and court upgrades). Staff should also provide the Commission with an additional <br />staff report covering safety concerns and what possible fees could be charged. <br /> <br />Chairperson Narum asked Commissioner Kummer to clarify whether he wished to see a fee charged for <br />the lighted courts. Commissioner Kummer stated that he would like to see a staff report indicating what <br />would be a fair fee, so the Commission could then decide how to proceed. <br /> <br />Commissioner Pentin agreed that the motion could not be approved without discussing the fees. He also <br />suggested changing the motion from "coin operated" to "fee operated." Mr. Wolfe felt the question was <br />whether the Commission was going to support charging. If it agreed with that approval, then the decision <br />regarding actual fee to be charged could be brought back to the Commission. <br /> <br />Commissioner Pentin compared charging for lighted tennis courts with paying to hit a bucket of balls at <br />the golf course. Mr. Wolfe discussed how each community decides what programs or services it wishes to <br />subsidize. Commissioner Dibiase felt this would also provide an excellent means for determining how <br />much the courts are used. Commissioner Pentin agreed, and felt it would provide excellent information for <br />when the Commission looks at uses for the Bernal Property. He felt the motion should be amended to <br />indicate that these courts would be fee-based. <br /> <br />The original motion was withdrawn. Commissioner Kummer made a revised motion, seconded by <br />Commissioner Dibiase, recommending that the City Council move forward with improving and lighting <br />the tennis courts at Pleasanton Middle School.
