MATTERS BEFORE THE COMMISSION

A. Discussion of Tennis Services Offered at Tennis and Community Park

Mr. Wolfe noted that on May 17,2005, the City Council approved an agreement with Lifetime Tennis,
Inc., to manage the tennis operations at Tennis and Community Park. In response to inquiries made at a
number of public meetings about potentia:! -additional tennis courts on the Bernal Property, and a perceived
lack of adequate lighted tennis courts, the Council also considered several options proposed by the
City/School District Liaison Committee regarding alternatives to increase available court space.

This matter was considered by the Commission at its July 14, 2005 meeting. Staff researched initial cost
estimates for installing lights at Pleasanton Middle School (PMS), including the potential upgrading of the
court surface consistent with the quality at Tennis and Community Park. The estimated cost for a lighting
system and court upgrades was $92,000. Before beginning a large capital improvement, staff suggested
collecting data regarding the number of players impacted by the lack of available courts (particularly
lighted) at Tennis and Community Park. This recommendation W<lS supported by the Commission.

The Commission reviewed the Tennis Court Usage Report for Pleasanton Tennis and Community Park
(July 16 - October 31, 2005). Based on the information collected, the report estimates that 393 people, or
3.3 per day, were unable to play tennis at the facility. The following breakdown was provided:

July
August
September
October

25 occasions in 11 days (6.9 people per day)
44 occasions in 31 days (4.2 people per day)
30 occasions in 30 days (3 people per day)
20 occasions in 31 days 1.8 people per day)

Mr. Wolfe felt that while three (3) players per day was not a high number, clearly some potential
participant were impacted by the lack of available courts. He advised that staff would support moving
forward with the proposed improvements at PMS (both lighting and court upgrades); however, he believed
that reasonable fees should be charged for use of any lighted facilities.

Parks and Recreation Commission Minutes
November 10, 2005
Page 2
