<br />are the number of players who may have called and not come to the facility based on the lack of <br />available reserved courts. Given the interest recently in expanded tennis facilities (particularly <br />lighted courts) expressed at both Commission and Council meetings, it is reasonable to assume <br />that additional lighted courts would be used, if available. As a result, the Commission supports <br />moving forward with the proposed improvements at PMS (both lighting and court upgrades). <br />The Commissioners also believe it is important that reasonable fees be charged for use of any <br />lighted facilities. Since the courts at PMS would not have similar amenities or be maintained at <br />the same level as Tennis and Community Park, a lower fee should be expected. If the Council <br />supports the additional lighted tennis courts, an appropriate fee structure based on anticipated <br />costs will be determined. <br /> <br />As requested by the City Council, the results of the study and Parks and Recreation Commission <br />recommendation were reviewed by the City/School District Liaison Committee at its meeting of <br />January 19,2006. After determining that the proposed improvements would be an asset for both <br />PMS and local tennis players, and likely have minimal impacts to parking or nearby neighbors, <br />Liaison Committee Members indicated support for the project. Some questions were raised <br />about potential vandalism from a coin or token operated system, and staff indicated that we <br />would work with lighting manufacturers to implement the most effective payment system. <br /> <br />FISCAL IMPACT <br /> <br />The cost estimate for the court improvements and lighting is approximately $92,000, with <br />funding available in the City's Park Renovation Fund. <br /> <br />Respectfully Submitted, <br /> <br />C <br /> <br />J W.
