<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The realignment of Vineyard A venue was established conceptually in the Vineyard Corridor <br />Specific Plan, adopted by the City Council in 1999. The realignment of Vineyard Avenue and <br />construction of other necessary core infrastructures, such as water and sewer facilities, <br />provide for the development of properties within the Vineyard Corridor Specific Plan area. <br />The construction of a sanitary sewer lift station was identified as a part of the core <br />infrastructure for the Corridor. <br /> <br />The wastewater for all new development in the Vineyard Corridor will be conveyed to the <br />existing Plea santon collection system by use of this newly constructed sanitary sewer lift <br />station, located on Vineyard A venue opposite the Hahner property and just east of the <br />McCurdy property. <br /> <br />The Vineyard A venue Corridor Specific Plan Financing Program approved by the City Council <br />gives the developer the option of installing off-site improvements in lieu of paying the Specific <br />Plan fees. The Greenbriar Homes (developer of the Heinz property) agreed to construct the <br />Vineyard Corridor Sanitary Sewer Lift Station, specified in the Specific Plan, in lieu of paying <br />this fee, with the understanding that any expenses beyond the Specific Plan fee obligation <br />would be reimbursed to Greenbriar at the completion of construction. Staff has determined the <br />cost of this improvement, including consulting services (Le. civil engineering for construction <br />support and staking, geotechnical engineering support, specialty inspection) and management <br />fees to be more than the Specific Plan fees for the 18-lot Heinz property subdivision. Staff has <br />completed the fmal accounting of the sanitary sewer lift station costs, and has determined the <br />Greenbriar Homes is due a credit as follows: <br /> <br />Greenbriar Homes cost to construct the Vineyard <br />Corridor Sanitary Sewer Lift Station <br /> <br />$893,913.21 <br /> <br />Greenbriar Homes' Vineyard Corridor Specific plan fee <br />for Tract 7407, Heinz property <br /> <br /><$739,530.00> <br /> <br />Greenbriar Homes' Vineyard Corridor Specific plan fee <br />Credit for Tract 7407 <br /> <br />$154,383.21 <br /> <br />SR 06:027 <br />Page 2 of3 <br />
