<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The property owners, Beverly and Ernie Trutner of 3631 Vine Street, are requesting connections <br />to the City water and sewer systems to serve two proposed lots located within the Remen Tract, <br />which is outside the City limits. The Trutners currently have an approved Tentative Parcel Map <br />with the County, which allows them to subdivide their two existing parcels into three lots. <br /> <br />On January 18, 2000, the former owner of these two parcels, Arlyne Mckee, received Council <br />approval to connect her existing residence, 3631 Vine Street, to the City sewer system. <br />However, her remaining parcel would not be allowed to be connected until such time there was a <br />development plan for the property that the City could review. There is currently a Preannexation <br />Agreement for these two parcels. The Trutners have subsequently purchased both parcels and <br />have been working with the City and County over the past year to develop a plan that could be <br />approved by both jurisdictions. <br /> <br />Alameda County, Department of Environmental Health, restricts installation of septic systems <br />when a lot is less than 40,000 square feet or a sanitary sewer main is within 200 feet of the <br />property. These parcels could be served from the existing water and sewer mains on Vine <br />Street. <br /> <br />Zoning <br /> <br />The County zoning designation for these parcels is R-l-B-10 (Single-Family Residence, 10,000 <br />square foot minimum building site area) District. These two parcels total approximately 36,000 <br />square feet and the proposed three lots would range from 10,003 to 13,911 square feet. <br /> <br />Since the size of the lots are proposed for 10,000 square feet or greater, the City proposes to <br />apply R-1-10,000 Zoning District regulations. However, the lots approved with the Tentative <br />Map in the County are 78.15, 35.00, and 76.00 feet in width, which is less than 80.00 feet <br />minimum required for R-l-10,000 Zoning District. Should these parcels annex some time in the <br />future, the lot widths would be considered a pre-existing condition. It should be noted that about <br />half the lots within the Remen Tract do not meet this criteria. The lots across the street are 76.00, <br />72.00, and 72.00 feet in width. <br /> <br />This proposed development is configured with two of the lots facing Vine Street, Parcel One is <br />76.00 feet wide and Parcel Two is 78.15 feet wide. Parcel Three is located behind lots 1 and 2 <br />with a 35-foot wide driveway access from Vine Street. <br /> <br />As a requirement of the Preannexation Agreement, the applicant will submit house plans to the <br />City for design review prior to the issuance of building permits by the County. <br /> <br />SR 06:030 <br />Page 2 of 4 <br />
