<br />Proposed Improvements <br /> <br />The applicant is proposing several subdivision improvements, which were recommended by <br />staff. As part this development, the applicant would install a fire hydrant and a water main on <br />Vine Street from Virginia Way to Bernal Avenue. The new water main would improve the water <br />system within the Remen Tract. The applicant would also be required to pay a pro-rata share of <br />future Vine Street improvements along their property frontage. These conditions have been <br />added to the Preannexation Agreement. <br /> <br />There is an existing 24-inch almond tree on lot three. Staff recommends this tree be preserved, <br />unless deemed in poor condition by an arborist on the City's list of certified arborists. This <br />condition has been added to the Preannexation Agreement. <br /> <br />Preannexation and Provisions of Water and Sanitarv Sewer Agreement <br /> <br />Historically, when an owner of the property located outside the City limits requests water and <br />sewer services, the City has granted such requests only after determining that the use on the <br />property to be serviced is consistent with the City's General Plan, and after receiving assurances <br />that the property owner will enter into a preannexation agreement. This agreement allows the <br />owner to connect to the City's water and sewer systems prior to the property"being annexed to <br />the City providing the following requirements are met: The property owner agrees to (a) pay the <br />water and sewer connection fees, (b) pay all costs associated with the connection to and use of <br />the water and sewer systems, (c) abandon the existing septic system on the property, (d) pay all <br />City and County processing fees for LAFCo approval, (e) support any subsequent annexation <br />initiative that may occur. <br /> <br />The following conditions are included in the Preannexation Agreement: <br /> <br />1. Owner shall install fire hydrant and extend water main on Vine Street from Virginia <br />Way to Bernal Avenue. The City Fire Marshall and City Engineer shall approve the <br />location and installation of the hydrant. The hydrant shall be installed prior to any new <br />water or sewer connections for the proposed lots. <br /> <br />2. Owner shall pay a pro-rata share of future Vine Street improvements along their <br />property frontage. The pro-rata share amount shall be subject to the review and <br />approval of the City Engineer. The pro-rata share shall be due prior to any new water <br />or sewer connections for the proposed lots. <br /> <br />3. Owner shall extend a new water main on Vine Street from Virginia Way to Bernal <br />A venue. The new water main shall be subject to the review and approval of the City <br />Engineer.
