With the Ponderosa project, infrastructure is now in place for more intense development, <br />and landscape and median improvements provide an upgraded "entrance" to the site. <br />. Traffic congestion along Valley Avenue from Santa Rita to Stanley Boulevard limits the <br />intensity of potential new uses. <br />. With an extension of Boulder Street, service commercial opportunities exist, given Valley <br />Avenue exposure/traffic volumes. <br /> <br />Like Hanson, Kiewit is proposing two land use options, both of which include residential <br />development. Option 1 includes 15 acres of commercial development on the property closest to <br />V alley Avenue, 15 acres of General and Limited Industrial on Parcel I adjacent to the railroad <br />tracks, and 20 acres of High Density Residential adjacent to Busch Road (holding capacity of 300 <br />units). Option 2 includes 15 acres of commercial adjacent to V alley Avenue with the balance of <br />the site as Medium Density Residential (15 acres) and High Density Residential (20 acres) with a <br />holding capacity of375 units. <br /> <br />Staffs recommends these parcels be designated for commercial uses (Retail/High/Service <br />Commercial, Business and Professional Offices). This recommendation is based on the BAE <br />memo noted above, and on conversations with commercial brokers who believe there is a <br />shortage ofland that would allow service commercial development similar to Stanley Business <br />Park. Staffs recommended land use designations for these parcels do not include residential <br />development for the reasons stated above. <br /> <br />Pleasanton Garbage Service: The transfer station and recycling facility occupies a 7.5-acre site <br />south east of the City's Operation Service Center, and leases 5 acres from Hanson to the east. <br />Doing business as Amador Valley Industries, this company was recently awarded the garbage <br />and recycling contract for the City of Dublin. In the long terms, PGS is negotiating with Hanson <br />to relocate to a 20-acre site on the eastern edge of the Hanson property adjacent to the Vulcan <br />Materials. Any move is likely to be five or more years in the future. <br /> <br />Zone 7 Lakes: In its draft Stream Management Master Plan (SMMP), Zone 7 describes its <br />vision for flood control and water management that incorporates habitat and environmental <br />improvements, trails, recreation, and public education. Zone 7 has already acquired Lake I and <br />Cope Lake and will acquire Lake H at the time Pleasanton Gravel completes reclamation of the <br />area. The SMMP includes a proposed project to construct a multi-use trail on the east side of <br />Cope Pond and Lake H, to revegetate arroyos in that location and to enhance wetland habitat, and <br />construct an interpretive kiosk east of Cope Lake. <br /> <br />Issues include: <br /> <br />.
