<br />. Potential trail along Lake I, Lake H, and existing Arroyo Mocho to link to Livermore. <br />. Storm water management opportunities which may reduce/eliminate downstream flooding <br />. Opportunities for fresh and/or reclaimed water storage. <br />. Opportunities for ground water extraction wells. <br />. Opportunities for water-based recreation, especially at Cope Pond. <br />. Compatibility of existing quarry side slopes with any public uses. <br />. Compatibility of bird-attracting water-related features with the airport operations. <br /> <br />Because these lakes are no longer part of sand and gravel harvesting operations, staff proposes a <br />new land use designation for these areas -- "Water Management and Recreation" under the Open <br />Space land use category. This designation would reflect the future uses of these lakes as <br />described above. <br /> <br />Land Designated Parks and Recreation: The 1996 General Plan showed a 38-acre park located <br />just west ofEI Charro Road and south of Lake 1. In their proposal for a General Plan Land Use <br />change, Hanson Aggregates shows a 42.2 acre park located on the east side ofEI Charro Road at <br />the south west comer of Cope Pond. Park and Community Services staff believes this location <br />could serve the community in terms of access, size, and developability as well as the former <br />location, as long as the proposed adjacent manufacturing and distribution uses do not result in <br />off-site noise or odor impacts. A park, or staging area providing parking, restroom and picnic <br />facilities, in this location could also build on Zone 1's planned "chain of lakes" concept, <br />described above. <br /> <br />RECOMMENDATION <br /> <br />1. Consider information provided in this staff report and presentations from property <br />owners; <br />2.
