<br />~ A CCRC can locate on property zoned residential. <br /> <br />Some Reasons Why Units Within a CCRC May Be Viewed as Commercial Units <br /> <br />~ A CCRC is regulated by the State Department of Social Services, not the Department of Real <br />Estate which regulates independent residential housing units. <br /> <br />~ California courts have viewed CCRCs as providing service oriented lodging (similar to a <br />hospital or assisted living project) rather than just shelter. For example, the recently <br />approved City/BRIDGE assisted living project was not viewed as a residential project. <br /> <br />~ A CCRC requires a service contract which is different than independent living arrangements <br />which require only a lease. <br /> <br />~ A CCRC may be located on property zoned commercial. <br /> <br />~ Average residency in the assisted living units is often 18 to 24 months which is much less <br />than independent living facilities. Residency in skilled nursing units is less than the assisted <br />living units. As a result, residency in at least a portion of CCRC units is much shorter than <br />in age restricted independent living developments. <br /> <br />~ A CCRC has a full staff of employees addressing a wide range of services including resident <br />care, meals, maintenance, medical issues etc. Independent facilities have limited staff <br />typically related to a resident manager and perhaps a minimal maintenance staff. <br /> <br />Facility Profile <br /> <br />To assist with evaluating the proposed development, the Council requested a resident profile of <br />similar developments operated by Continuing Life Communities. The full copy of the profiles <br />provided for Morningside of Fullerton, a 479 unit development, and La Costa of Carls bad, a 445 <br />unit development, is included as Attachment A. While this information reinforces the <br />differences between residential units and the assisted living/skilled nursing units, it provides <br />little information to help distinguish between the residential units themselves. As a result, as <br />noted later in this report, staff developed a comparison based on impact rather than resident <br />profile as suggested by the Council. A summary of some of the general profile information as it <br />relates to the independent/residential units is as follows: <br /> <br />100% of residents receive basic services including observation, meal services, laundry and <br />linen service, housekeeping, social activities, etc. <br /> <br />A large majority participates in off-site outings <br /> <br />SR 06:034 <br />Page 4 of 8 <br />
