<br />relaying traffic incident and congestion information to motorists and <br />facilitating improved transit service along the corridor. <br /> <br />The purpose of the Tri-valley ITS Corridor Management MOU is to <br />expedite the installation of this equipment and to detail who is <br />responsible for the maintenance of equipment installed in each <br />participating agency's right-of-way. The MOU does not obligate the <br />City to fund the costs for the equipment and the City can still opt out <br />of the project at a later date. The new system equipment will be fully <br />compatible with the equipment previously installed as part of the 1-580 <br />Smart Corridor Project. The installation of this equipment as part of <br />the 1-580 HOV Project is assumed as a base condition in the ongoing <br />Triangle Traffic Study. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />1-580 in the Tri-valley is one of the five most congested freeways in the 9-county Bay <br />Area during both the morning and evening commute periods. The Alameda County <br />Congestion Management Agency is currently designing the eastbound 1-580 High <br />Occupancy Vehicle (HOV) Project, due to break ground in 2006. This project will <br />construct a new HOV lane between Hacienda Drive and Greenville Road. The project <br />will involve some freeway widening and extensive work in the freeway median. To <br />help manage congestion during the construction of both this project and future <br />interchange projects along 1-580 and construction along Route 84, an initial phase of the <br />1-580 HOV Project involves the installation of Intelligent Transportation System (ITS) <br />equipment along the corridor. This equipment includes changeable message signs, <br />video monitoring equipment, ramp metering signals, possible radio broadcast roadway <br />information, website information and other communications and monitoring hardware. <br /> <br />The purpose of the Tri-valley ITS Corridor Management MOU is to expedite the <br />installation of this equipment and to detail who is responsible for the maintenance of <br />equipment installed in each participating City, or in County or State right-of-way. The <br />new system equipment will be fully compatible with the equipment previously installed <br />in Pleasanton as part of the 1-580 Smart Corridor Project.
