<br />If the City agrees to participate in the program, Pleasanton would have a seat on the <br />Technical Advisory Committee for project implementation and operations. This MOU <br />would require the City to fund the maintenance of any new traffic signal or monitoring <br />equipment installed within the City's right-of-way. However, participation in this <br />project would result in outside funding for the purchase and installation of any such <br />equipment, and may improve the City's opportunities to gain future transportation <br />grants to expand and enhance traffic circulation and transit service in the future. The <br />program may also provide Smart Corridor infrastructure maintenance funds that could <br />reduce future traffic signal maintenance costs in the City. <br /> <br />Key Provisions <br /> <br />. The MOU does not authorize funding or project effort, nor is it a legally binding <br />contract. Commitments providing for the payment of funds or authorizing <br />specific work phases will be covered by separate agreements. <br />. The MOU establishes a Technical Advisory Committee, composed of staff <br />members from Pleasanton, Livermore, Dublin, Alameda County, Caltrans, <br />LA VTA, the CMA and the MTC, who are already responsible for the Smart <br />Transportation System project's implementation, operation and maintenance. <br />. All Parties agree to provide the following: provide project design and <br />engineering review; exchange real-time transportation data; share access to <br />existing fiber, wire and wireless communications networks with nearby agencies; <br />notify agencies when local communication systems are disrupted; periodically <br />review and update traffic signal timing; and, for those portions of the system <br />within their boundaries, provide system operations, management, routine and <br />emergency maintenance. <br />. The Parties are committed to respecting and protecting the privacy of all <br />members of the public. No video imaging or information about, or that is <br />traceable to, any individual person will be collected, exchanged, stored, or <br />manipulated. All activities will be implemented in a manner consistent with <br />Federal and California laws governing an individual's right to privacy. <br /> <br />FISCAL IMPACT <br /> <br />This MOU may result in the increase of annual traffic signal maintenances costs up to <br />approximately $10,000 for any new traffic signal equipment installed in the City right- <br />of-way. Participation in this project will most likely result in outside funding for the <br />purchase and installation of enhanced traffic signal control and communications <br />equipment within the City.
