<br />improvements on High'Ways 580, 680 and Route 84. The prioritized plan 'Will <br />ultimately enable the region (Pleasanton, Dublin and Livermore) to compete more <br />effectively for State and Federal funding for regional improvements. Expected <br />completion of the study is summer 2006. <br /> <br />Callippe Preserve Golf Course and Happy Valley Open Space <br />Callippe Golf Course - The course 'Was formally opened to the public in November <br />2005. In September, the Council approved a t'Wo-year operating budget for the golf <br />course and set green fees at levels that are competitive 'With regional courses. <br />Initially, rounds for the first t'Wo months of operation have exceeded City projections. <br /> <br />Happy Valley Bypass Road - The bypass road is dependent on development of the <br />Spotorno property. In the interim, the City Council has endorsed the establishment <br />of a blue ribbon committee to consider short- and long-term options for traffic <br />mitigation related to golf course operation. Staff is developing a committee structure <br />for Council consideration in January 2006. <br /> <br />Economic Development <br />Strategic Plan Update - The draft Strategic Plan Update is nearly completed and <br />'Will be presented at a Joint City Council/Economic Vitality Committee 'Workshop for <br />revie'W. Additionally, a greater emphasis this past year has been placed on the <br />recruitment and retention of quality business, leading to successful discussions 'With <br />The Mills Corporation, Hendricks Automotive and Oracle. To augment this effort, <br />the City Council 'Will consider a formalized business attraction program in June 2006 <br />that 'Will include a combination of marketing strategies and incentives programs to <br />attract business to our community. <br /> <br />Youth Programs <br />BMX Park - Completion of the BMX Park occurred in 2005. The park is used <br />extensively by all age groups and ski II levels. <br /> <br />Public Safety <br />Fire Station #4 - Completion of Fire Station #4 occurred in 2005. In addition to <br />providing improved response time/coverage due its ne'W location, the station is also a <br />sho'Wcase green building facility for the community and region. <br /> <br />Public Safety - In cooperation 'With the School District, the City is in the process of <br />offering a second session of "The Parent Project". This is a course designed to help <br />struggling families deal 'With troubled teens. The City also implemented a crime <br />prevention outreach program through display ads, banners, COPPS program and <br />KKIQ radio messages. And finally, the City Council augmented police staffing levels <br />by three additional police officers through adoption of the City's operating budget. <br /> <br />Quality of Life <br />Donlon School Sports Fields - In 2005, the Council authorized a contribution of <br />$500,000 to'Wards this project to provide a joint-use facility for public use. <br /> <br />SR 06:022 <br />Page 4 <br />
