<br />Council's "shared vision" and provide the City Manager vvith the policy direction needed to direct <br />City resources. <br /> <br />The current vvork plan is separated into 14 broad goals and objectives. At the time the vvork plan <br />vvas approved, staff indicated it vvould report accomplishments to the Council at approximately the <br />mid term (approximately January). As a result, the attached document (Attachment A) provides a <br />current project status for each priority. <br /> <br />In revievving the attached information you vvill find that the City Council's vvork plan over the past <br />12 months led to several accomplishments for the community. Some projects have been <br />substantially completed, such as the Callippe Preserve Golf Course, BMX Park and Fire Station #4; <br />others are moving forvvard incrementally vvith substantial completion planned for calendar year <br />2006, such the Assisted Living Facility, Bernal Property Specific Plan, Dovvntovvn Restrooms, and <br />Iron Horse Trail. <br /> <br />WORK PLAN ACTIVITY <br /> <br />The follovving is a summary of major activities and accomplishments over the past year. Additional <br />detail on each project is also provided in Attachment A to this report. <br /> <br />Bernal Property <br />Phase I Lighted Sports Fields - This past year the City Council approved the site <br />plan for Phase-I Lighted Sports Fields at the Bernal Property. Staff recently concluded <br />its revievv of the 350/0 construction documents, and anticipates 1000/0 design <br />completion on or around April 1, 2006. The project is scheduled for bid in late <br />spring of 2006, vvith groundbreaking in the summer of 2006. <br /> <br />Phase /I Specific Plan and Community Park Master Park Adoption - The <br />Preliminary Draft Specific Plan has been completed, revievved by staff, and sent to <br />the City Council for revievv and direction. The Council provided comments and gave <br />direction to proceed vvith the specific plan, the EIR, and the master plan process. <br />Plans are undervvay to submit the illustrative plan/specific plan for voter approval in <br />November 2006. <br /> <br />General Plan <br />General Plan Update - A series of Circulation Element vvorkshops vvere held in <br />2005 vvith the Planning Commission and City Council. Land Use Element vvorkshops <br />have begun, including discussions on Staples Ranch and Hacienda. Remaining Land <br />Use Element vvorkshops vvill be held in early 2006, focusing on specific areas of the <br />City. The Economic Vitality Committee has been vvorking vvith staff and consultants <br />on the Fiscal Strategy, vvhich vvill lead to the Economic and Fiscal Element. A Draft <br />General Plan Vision Statement has been adopted and the Planning Commission has <br />revievved and made comments on the Draft Energy Element. Staff held a vvorkshop <br />vvith the Planning Commission on the Public Facilities Element and is responding to <br />questions and issues. Staff is also vvorking on the Public Facilities, Air Quality, <br />Conservation and Open Space Elements. Additionally, the EIR consultant has been <br /> <br />SR 06:022 <br />Page 2 <br />
