<br />The residents feel the vehicles for sale are unsightly and create additional unvvanted vehicular <br />and foot traffic on their streets 0 The Pleasanton Municipal Code does not include an ordinance <br />banning the parking of vehicles on the street that have for sale signs in their vvindo~s 0 The <br />state courts have deemed ordinances banning the parking of vehicles for sale unconstitutional. <br /> <br />The Staff Traffic Committee voted to restore the parking availability to the residents by <br />recommending the installation of four hour parking along Santa Rita Frontage Road from Alisal <br />School to Francisco Street. At the November 1, 2005 City Council Meeting, the residents that <br />have homes fronting Santa Rita Frontage Road (located bet~een Alisal School and Alvarado <br />Street) requested that permits be issued to exempt them from the four-hour restrictiono <br /> <br />The City Council approved the resolution to install 4-hour parking betvveen Alvarado Street <br />and Francisco Street (the sections of Santa Rita Frontage Road that do not have homes facing <br />the road~ay) at the November 1, 2005 meeting 0 City Council directed staff to meet vvith the <br />residents betvveen Alisal School and Alvarado Street (the homes facing Santa Rita Frontage <br />Road) to determine ~hat length of time parking restriction is most favorable to them and to <br />make the necessary modifications to the existing Residential Permit Parking Program so that it <br />may be used to exempt the residents betvveen Alisal School and Alvarado Street from the time <br />limited parking. <br /> <br />Staff met vvith the residents located bet~een Alisal School and Alvarado Street on November <br />10th, 2005 to determine the most favorable time restrictions as vvell as to discuss the general <br />guidelines for the Residential Permit Parking Program. The residents agreed that the 4-hour <br />parking limit in conjunction vvith the Permit Parking zone vvas the most favorable solution to <br />the parking of vehicles for sale 0 <br /> <br />The current Residential Permit Parking Ordinance does not allovv for flexibility in the times of <br />day, days of vveek, or months of year that the permit parking may be usedo The Ordinance as <br />it is currently vvritten, only allovvs for permits to be valid from September to July and sets the <br />time limit from 9:00 AM until 2:00 PM, Monday through Friday 0 The vehicle for sale impact <br />is greatest during the vveekendo The current permit parking time limits do not cover the <br />vveekend and ~ould not provide an effective solution to the parking impacts from the vehicles <br />for sale 0 <br /> <br />Staff recommends modification of the current ordinance by adopting the attached resolution <br />that ~ill remove the language that limits the time the time of day, day of ~eek and time of <br />year provisions 0 This vvill allovv for the use of Residential Permit Parking to address the <br />parking concerns on Santa Rita Frontage Roado Staff believes this is an acceptable solution to <br />the "for sale" parking problem experienced by the neighborhoodo <br /> <br />SR:06:016 <br />Page 3 of4 <br />
