<br />residents who front on Santa Rita Frontage Road from this parking <br />restriction. <br /> <br />The Municipal Code sets forth various limited time parking zones and <br />provides that the City Council, by resolution, may designate a street as <br />a limited time parking zone 0 The Municipal Code also provides City <br />Council with the ability to create Residential Permit Parking Program 0 <br />The Permit Parking Code, ho~ever, was written specifically to address <br />high school students parking in residential neighborhoods and ~ill need <br />to be modified to allo~ for non-school time parking prohibitions 0 The <br />current code only allows for permits to be valid from September to July <br />and sets the time limit from 9:00 AM until 2:00 PM Monday through <br />Friday 0 Staff recommends removing the time of day, day of week and <br />time of year elements within the code to allo~ for expanded use of the <br />Permit Parking Program for this particular areao <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Santa Rita Road carries approximately 20,000 vehicles per day adjacent to Amador Community <br />Park 0 The Amador Community Park is one of the larger and more centralized parks in the <br />City. With its large open grass area, picnic tables, playground equipment and proximity to the <br />Pleasanton Aquatic Center, this park is normally very busy 0 <br /> <br />In June of 2003, Santa Rita Road area residents raised concerns to the Staff Traffic Committee <br />about the increasing number of vehicles for sale adjacent to the Amador Community Parko The <br />Police Department found that not only were these vehicles an eyesore, but they created traffic <br />safety concerns 0 Motorists were stopping in the travel lane adjacent to the vehicles for sale to <br />look at the vehicles and write down the seller's phone numbers 0 Other interested buyers ~ere <br />~alking around the vehicles for sale out in the southbound travel lane when inspecting the <br />vehicles 0 <br /> <br />For these reasons, the Staff Traffic Committee recommended the creation of a 4-hour parking <br />limit adjacent to the park to discourage vehicles for sale ~hile not impacting park userso The <br />4-hour parking limit was effective in eliminating vehicles for sale and the related traffic <br />problems adjacent to Amador Parko However, the parking of vehicles for sale began to spill <br />over into the surrounding neighborhood 0 <br /> <br />The residents along Santa Rita Frontage Road contacted the Staff Traffic Committee in search <br />of some type of parking restriction to remove the vehicles for sale from their neighborhood 0 <br /> <br />SR:06:016 <br />Page 2 of4 <br />
