<br />As a Specific Plan funding developer, Greenbriar Homes had agreed to front (to the extent of <br />Specific Plan fees owed for the development of the Heinz property) the cost of constructing <br />the sanitary sewer lift station including the cost of the specialty inspection services. The <br />contract for specialty inspection services, however, is executed directly between the City and <br />the firm providing the inspection services. The cost for inspection services is subsequently <br />reimbursed to the City by the developer.
