Ms_ Kelly Fasmai~, ] 74 Trenton Circle, believed that a full EIR should he pcrforn-ied <br />before this project is approved_ She noted that Shadow Cliffs is a nesting place for the <br />blue heron and other rare birds. She noted that the construction may disturb them. She <br />expressed concern about the traffic study conclusion which stated that, "The Stanley <br />Boulevard/B ernal Avenue/Valley Avenue intersection would operate at LOS-E in the <br />AM peak hour." She expressed concern about a potential increase in crime in the <br />downtown neighborhoods. She believed that the parking problem would increase in her <br />neighborhood. She noted that the water parks in Concord and Manteca were not located <br />near residential neighborhoods, and had direct freeway access. <br />Ms. Jacki Hawk, 3231 Vineyard Avenue, noted that she agreed with Ms. Fasman's <br />statements, and added that the City would not be able to hire more police officers. She <br />believed the environmental impact of this project would be significant, and did not <br />believe that cottonwood trees would mitigate the sound. She noted that the auto lfwr~es <br />would cross the water into the nearby neighborhoods. She believed that people ii-om <br />outside Plcasai~ton would use the park more, a~zd would add to traifc congestion. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />Chairperson Arkin advised that because Commissioner Sullivan would like to hear Iten'i <br />6.£, he would like the item to be continued. <br />Ms. Nerland confirmed that with two Commissioners (Commissioner Roberts and <br />Commissioner Kameny~ unable to participate in Itciri 6_a. because of a cont7ict, there <br />would not be a quorum for this item. She recommended that item 6_a_ be continued to the <br />meeting of _Iuly 9, 2003, with the intent to take action at that time. She noted that staff <br />had discussed. this issue with the developer, who would be available on _Tuly 9_ She noted <br />that if July 9 was a problem that a special meeting may be necessary to accommodate this <br />item. <br />5.
