b_ PGPA-7/PRZ-15, Glenn Kierstead, California Splash LLG <br />Applications for: 1J General Plan amendment to change the land use designation <br />for the approximately 10.77-acre parcel at 3320 Stanley Boulevard from <br />Retail/Highway/Service Commercial, Business and Professional Offices to Parks <br />and Recreation; and 2) rezoning an approximately 10.7-acre parcel at 3320 <br />Staczley Boulevard front Service Con-imercial (C-S~ District to Public and <br />Institutional ~P~ District or any other zoning district deemed in the public interest. <br />The Plaiming Commission will also consider the negative declaration prepared for <br />the project. <br />Mr_ Iserson summarized the staff report, and detailed the background of the project. 1-Ic <br />noted that on May 25, the Planning Commission reviewed the General Plan Airiendment, <br />rezoning, conditional use permit, and design review for the site and California Splash, <br />and continued the application for additional inform ation_ The applicant is working with <br />staff to provide the additional information- Staff brought the land use portion of the <br />application before the Planning Commission because the City's BMX park is intricately <br />related to the land use change, and they did not wish to delay it_ I-le emphasized that this <br />application did not include any of the development plans for California Splash. The <br />California Splash application did include an 8.77-acre portion of this parcel as an <br />overflow parking lot for the water park expansion- In addition, the BMX park would be <br />developed on the two-acre portion of the parcel. <br />Mr_ Iserson advised that the remaining 255 acres of Shadow Cliffs has already been <br />designated as Parks and Recreation on the General Plan. The proposed General Plan <br />Amendment would be a consistent extension of that Parks and. Recreation designation for <br />the entire Shadow Cliffs park and the area owned by the Park District. <br />Staff believed that the General Plan Amendment would be consistent with the policies of <br />the General Plan, and that it would. be a logical extension of the existing General Plan <br />designation for Shadow Cliffs- Should the Planning G'oirimission not approve California <br />Splash, it would still be desirable to amend the General Plan for this site to change it to <br />Parks and Recreation. This site is owned by East Pay Regional Park District, is <br />contiguous and adjacent to Shadow Cliffs, could be used for another recreational purpose, <br />and the City would like to use part of the site for the BMX park. <br />Mr_ Iserson noted that if it is determined that the Kie-Wit and Hanson properties are <br />suitable for residential uses, they would be separated from the subject parcel by the 100 <br />foot wide Stanley Boulevard with a partially landscaped median and the 200 foot railroad <br />right-of-way. A sound wall would be installed to mitigate the noise impacts. <br />Staff proposed that the Commission consider and make a Minding that the mitigated <br />negative declaration is adequate for the General Plan Amendment and rezoning actions, <br />and recommend the General Plan amendment and rezoning to the City Council. <br />In response to an inquiry by Commissioner Kameny, Ms_ Nerland confirmed that the <br />Commission could limit its action to finding the mitigated negative declaration to be <br />PLANNING COMMISSION MINUTES _lune 25, 2003 Page 7 <br />
