Staff recommended approval of this item subject to the conditions of the staff r~port~ <br />Staff rcco~rimended that the third sentence in G'ondition 14 be deleted: "The project <br />developer shall enter into a deferred improvement agreement for the construction of street <br />improvements to City standard" This sentence was relative to Martin Avenue, because <br />the money for the improvements will be paid up front. <br />THE PUBLIC HEARING WAS OPENED- <br />Michele and Ray Peterson, applicants, 2201 Martin Avenue, noted that they generally <br />agreed with the staff report. With respect to Condition 2_c_, Ms_ Peterson requested that <br />they be allowed to increase the area of the house to 5,500 square feet, and the height to 30 <br />feet- <br />Mr_ Iserson noted that staff had received feedback from residents in Walnut Glen to ]ceep <br />the second house in scale with the existing houses which were already smaller- Staff felt <br />that was a reasonable limitation. He noted that the square footage could be increased <br />without rum~ing into an FAR problem- With respect to the height, it was staff s <br />understanding that aone-story house was proposed, and that 25 feet was a fairly good <br />height At 30 feet, the house would essentially become atwo-story house_ <br />Mr_ Peterson noted that the highest part of the roof was slightly over 25 feet, and had a <br />turret which was not inhabitable space- He noted that the turret would be limited by the <br />25 foot restriction_ <br />In respo ase to an inquiry by Commissioner Kemeny, Mr. Iserson confirmed that the <br />square footage of the Walnut Glcn homes were in the mid-3,000 square feet range- The <br />average lots were 10,000 square feet. <br />Brian Arkin, 3740 Newton Way, noted that the lot sizes in Walnut Glen were between <br />one-quarter to one-third or an acre, and that the square rootage of the homers ranged <br />between the low 3,OOOs to 4,850 square feei Tninimum_ <br />Mr_ Arkin expressed concern about the design guidelines, and believed they were too <br />vague in several areas: <br />Page 3 of 8 Garage Doors: lIc noied that because all of Walnut Glcn has <br />side-entry garage doors, he would like to see Parcel Two have the same <br />type of doors to be consistent with the neighborhood- He didn't believe <br />that the garage doors should be visible ti-om the streci side of the house- <br />2. Page 2 of 8 Architecture: He noted that the condition stated that the <br />design "shall be in harmony with and complement the character of the <br />neighborhood."
