2. Dances would take place on Sunday and Tuesday evenings from 7:00 p_m_ <br />to 12:00 midnight, when the adult portion o£the nightclub is norn-tally <br />closed' <br />3_ No alcoholic beverages would be sold, consumed, or permitted. Any <br />person under the influence of alcohol would be permitted to enter; <br />4. Soft drinks and snacks would be provided during the entire event; <br />5. No one would be permitted to leave and re-enter the dance; <br />6. The dance would be advertised primarily to high school students in the <br />Tri-Valley area, and there would be no radio advertising; <br />7. Sh-Boom would provide uniformed security personnel during the dance, <br />both inside and outside the facility. The security plan would be reviewed <br />by the Pleasanton Police Department. <br />Mr_ Iserson noted that this application was reviewed and supported by the Pleasanton <br />Youth Cotrtmission on Juae 1 ] , 2003 _ Staff believed that front a land use point of view., <br />the use would fit in well with the surrounding area. The dances would be held when most <br />of the other businesses in the shopping center are closed, and there is adequate separation <br />between Sh-Hoorn and the residential area of Hopyard and Stoneridge Drive. Staff would <br />review this use after one year, and it would be brought back to the Commission if there <br />were any problems. If no problems were experienced, staff would extend the conditional <br />use permit administratively. <br />Mr_ Iserson discussed parking and noise; staff believed these would not be an issue- The <br />Police Department has supported this application subject to the conditions of approval. <br />Notice of the proposed use was sent to surrounding property owners and tenants located <br />within 1,000 of Sh-Boom, and to the Val Vista owners. He noted that one communication <br />was received by a neighbor, who, after speaking with staff was satisfied that the dances <br />would not be a problenz_ <br />Staff believed the teen dances would be safe and secure, compatible with the area, and. <br />that the impacts would be mitigated. in addition, the dances would provide an important <br />activity for teens, especially during the summer months. <br />Commissioner Kemeny complimented staff on an excellent and thorough staff report. <br />In response to an inquiry by Chairperson Arkin, Mr_ Iserson confirmed that the 1996 <br />approvals were made on a staff level. Because of the previous problems, the applicants <br />and staff decided that a fresh review should be made to specifically determine whether a <br />teen dance would be viable and to add the necessary conditions. He noted that because of <br />the sensitivity caused by the Marque, the neighbors were already concerned and wanted <br />to be sure that the same impacts did not occur. <br />In response to an inquiry by Commissioner Roberts, Mr_ Iserson confirmed that the <br />previous teen dances had been advertised on the radio, and teens from outside the area <br />attended. the dances. <br />PLANNING COMMISSION MINUTES June 25, 2003 Page 10 <br />
