Staff feels it would be acceptable to delete the requirement that the use of the office building would expire as conditioned_ If any problems occurred in the future, the permit may return to the Planning Commission for consideration_ Staff examined the traffic issue of backup at Black Avenue and Santa Rita Road at the 3:00 hour, and determined that there was a small window of time X10-15 minutest where the area does become blocked.
