THE PUBLIC HEARING WAS OPENED_ <br />Mr. Peter MacDonald, 400 Main Street, Suite 210, spoke on behalf o£the applicant, and <br />noted that the water park was a safe and well-run amenity to the City that kids could <br />bicycle to with their friends. He believed that it was time to update the water park. He <br />wished to address Condition 95, which reads: <br />"Prior to occupancy of the expanded water park, the applicant shall extend the <br />existing 12-inch diameter water line in Stanley Boulevard from the PGBcE <br />substation (3350 Stanley Boulevards east to the project's EVA road at Stanley <br />Boulevard" <br />Mr. MacDonald noted that this condition was a surprise to the applicant, because a series <br />of discussions with Public Works and the Fire Department revealed that the on-site <br />system met the City's fire requirements_ He requested that the Public Works Director <br />determine the projects' share of the water line extension and that language be added to <br />the condition_ He felt the entire cost of the water line was not attributable to the prof ect_ <br />A general discussion o£the water line and pumping ensued. <br />Mr_ Gler~.n Kierstead, owner/developer, 6543 Regional Street, Dublin, apologized for not <br />having the water issue mitigated prior to the meeting_ He noted that he had met numerous <br />times with the Fire Inspector, Eric Carlson, and believed that the issue had been mitigated <br />to the satisfaction of the City_ He added that they would revisit the issue with Mr_ <br />Carlson_ He described the water system, and noted that the 6-inch line was sufficient to <br />provide sprix~lcler systems for all of the buildings, as well as 2,500 gpm for the fire hoses. <br />He noted that the inclusion of cement siding, steel roofs, steel framing, and no <br />combustible materials outside the buildings worked well to mitigate any potential Fire <br />issues. Any fire on the inside of a building would be controlled by the sprinkler system_ <br />He noted that the pump was pressure-driven, and used only when needed_ <br />Mr. Kierstead detailed the history of this application_ He noted that California Splash had <br />been in operation for 23 years without a major safety issue_ <br />Ms_ Patricia Knutson, California Splash, gave a PowerPoint presentation describing the <br />proposed expansion_ She noted that the bowl shape of the parcel would be maintained to <br />screen the amenities_ She noted that they would maintain a clean, crisp look to the park. <br />They planned to include lounging areas in the sun and the shade, as well as 16,000 square <br />feet of artificial shade for the guests' comforts_ A wave pool and private rental cabanas <br />would be included in the amenities_ When the Lazy River ride is completed, the park <br />would have the longest such ride in the United States. She noted that the park included <br />features friendly to small children and their families_ <br />In response to an inquiry by Chairperson Arkin, Mr_ Kierstead replied that the park would <br />accommodate approximately 4,000 people spread over 1 O acres at peak times_ <br />PLANNING COMMISSION MINUTES May 28, 2003 Page 1 1 <br />
