Commissioner Sedlak noted that determining an appropriate density would be critical <br />to the type of housing that would be built He felt that the outdoor living space is <br />minimal with the granny flats, and that some of the second unit windows should be <br />deleted. <br />Commissioner Kameny noted that in£11 sites were generally built on problem <br />properties. <br />Commissioner Sedlak inquired whether staff could provide drawings with larger topo <br />lines when a plot has not yet been graded. <br />A discussion about aone-story versus two-story granny units ensued. <br />Commissioner Sedlak believed that Concept "A" did not have adequate parking. He <br />noted that when he visited the site earlier in the day, the exterior of the house seemed <br />noisy- He believed that the noise would be mitigated inside the house. <br />Mr_ Iserson suggested that the Commission provide direction to the applicant with <br />respect to a project with less density, which would have less affordable housing <br />versus a project with higher density and more affordable housing. He though he <br />heard perhaps a majority of commissioners saying that while affordable housing is <br />desirable, it may not be feasible in this location to maximize the affordability. It <br />seemed to be the preference of the majority of the Commissioners to see a lower <br />density, which feathered down as it met the urban growth boundary, and to not <br />emphasize as much affordable 1-lousing on this particular site. <br />Commissioner Sullivan stated that he would not support a General Plan amendment at <br />this time. <br />Chairperson Arkin noted that he would only support building more houses than <br />currently zoned iF there were a strong affordability component- He emphasized the <br />need to gain the neighbors' support_ <br />Commissioner Maas noted that the creek and traf£c concerns were important issues <br />to the neighbors, but did not believe that it would be possible to satisfy the neighbors <br />totally in any proposed project. <br />Chairperson Arkin noted that he preferred to see a majority of the neighbors to <br />support the project, citing the Busch property matter as an example_ <br />Commissioner Roberts agreed with Commissioner Sullivan's comments, and did not <br />like such a high density on this site. She did not want to change the General Plan at <br />this point, affordable housing notwithstanding- She noted that larger lots could be <br />proposed, and that houses with a second unit would work well, as long as the site <br />remained Low Density Residential sunder two houses per acre~_ <br />PLANNING COMMISSION MINUTES May 14, 2003 Page 14 <br />
