Commissioner Maas stated that she had no problem with the higher density as long as <br />the houses were affordable and noted that Pleasanton needed affordable and below <br />market housing. <br />Commissioner Kameny concurred with Commissioner Sullivan's statements, and <br />could not support either concept at this point. He noted that it was premature to <br />consider either project so close to the General Plan Update. <br />Commissioner Sullivan noted that this project may be better suited after the General <br />Plan Update is completed; the Update is scheduled for an expedited 18 month <br />schedule. <br />Chairperson Arkin thai~ked the residents for their comments, and noted that they <br />would be valuable for the developer to consider in refining the project. <br />The Planning Commission recessed for a break at 9.30 p_m_ <br />Chairperson Arkin reconvened the meeting at 9:40 p_m_ <br />Corr~rnissioner Kameny excused himself from the remainder of the meeting. <br />d_ PRZ-17, City o£ Pleasanton <br />Application to amend Chapter 1 8.06 and Sections 18.08.475, 18.28.030~A~, <br />1832.030~H~, 1 832.040<P~, 1 8.36.030<H~, 18.36.040~Q~, and 18.124.280 of the <br />Pleasanton Municipal Code regarding approval of second units in response to <br />Assembly Bill 1 866 to provide for ministerial approval of second unit uses in <br />One-Family and Multi-Family Residential Districts, Agricultural Districts, and <br />PUD-zoned residential and agricultural properties. This proposed action is <br />statutorily exempt from the California Environmental Quality Act ~CEQA~ <br />pursuant to Section 21 080.1 7 of the California Public Resources Code as an <br />ordinance to implement the provisions of Section 65852.2 of the California <br />Government Codc_ <br />Lynn Tracy Nerland presented the staff report, and summarized the history of the <br />matter. <br />Staff did not propose changing the existing requirement for one additional off-street <br />parking space for a second unit, which could be an open parking space. As is applicable <br />for all off-street parking in the City, parking is not permitted in the front or street side <br />yard, nor is tandem parking permitted. If the Commission desired to go forward with that <br />concept, a specific finding must be made as required by AB1866_ <br />Commissioner Roberts noted that the Commission had approved a number of <br />applications with tandem parking, including the four apartments on Spring Street She <br />noted that a variance was attached to that application. <br />PLANNING COMMISSION MINUTES May 14, 2003 Page 15 <br />
