b. PC UP-80, Koryo Martial Arts <br />Application for conditional use permit approval to operate a martial arts studio in <br />an existing commercial suite located at 3306 Old Santa Rita, Suite A. Zoning for <br />the property is C-C (Central Commercials District. <br />Mr_ Iserson summarized the staff report, and noted that it was located in the Santa Rita <br />Junction Shopping Center. The applicant has operated in that space since September <br />2002, and is now applying for the use permit, as required in the zoning district. The <br />shopping center has two commercial buildings, and the applicant shares the south <br />building with a bicycle shop_ The proposed hours of operation would Monday through <br />Thursday, 4:15 to 7:00 p.m_, and 7.15 to 8:15 p.nz.; Friday from 5 p.m. to 8 p.m.; <br />Saturday from 10 a.m. to noon; and closed on Sunday_ There would be a maximum of 15 <br />students and two instructors at any one time. Large events such as tournaments would not <br />be held. Generally, the parents drop their children off and return at the end of class. In <br />addition, some children carpool. <br />In the past, the Plat~tzing Commission has found martial arts studios to be compatible in a <br />neighborhood shopping center with other retail and service uses. Staff believed this use <br />would be compatible with neighboring uses, and none of the shopping center tenants <br />objected to the project. There would be sufficient parking per Code for the children's <br />classes, and the adult classes would require more parking spaces than allocated_ <br />However, the other businesses in the shopping center would be closed at that time, and <br />that the martial arts academy would have the use of all the parking spaces at that time_ <br />There is a condition in the event that some of the businesses change their hours, the <br />parking situation would be reevaluated and the issue would return to the Commission. <br />There would be no amplified music, although there may be some shouted verbal <br />commands, which were not deemed to be a problem by staff. The occupancy issues with <br />the tenant suite had to do with Building and Fire Codes, exiting, acid a handicapped <br />restroom. A condition of approval was included for the applicant to work with the <br />Building Department to resolve those issues within 30 days. <br />Mr. Iserson advised that there was an illegal sign on the back of the building, and that the <br />shopping center's sign program allowed only signage at the front. <br />Staff believed that the use permit findings could be made, and that the business would be <br />a good addition to the community without negative impacts to the neighbors. Staff <br />recommended approval subject to the conditions of the staff report_ <br />THE PUBLIC HEARING WAS OPENED_ <br />Alan Sim, owner, noted that the illegal sign was in place before he moved in, and added <br />that it would be removed. He inquired about the occupancy requirements and the <br />handicapped accessibility.
