Commissioner Maas advised that she did not wish to define "quieter," and believed that it
would constitute microtrtanagement. She hoped that if there were a problem, the neighbors
could talk about it themselves.
Mr. Iserson noted that it was difficult to enforce, and could include no use of power tools.
Coirimissioner Maas preferred using the phrase "interior work" instead of "quieter work"
in Condition 9.
With respect to Condition 3.d., Commissioner Maas believed that operable and standard
windows should be installed-
Commissioner Kameny agreed with Commissioner Maas's assessment, and noted that the
attachment to the staff report showed that the two bonus room windows did not look
directly into the neighbors' windows-
Commissioner Roberts noted that the bay window has a blind on it, and when she visited
the site, the blind was open. She suggested that to preserve privacy at night, the neighbors
could close their windows or the blinds, particularly if it's a bathroom. She believed that
the Griders' front windows should be non-obscured and operable windows, and suggested
that the neighbors angle the window blinds for privacy-
Chairperson Arkin did not agree with the use of obscured glass unless the homes are only a
couple of feet away.
Commissioner Sedlak noted that no landscaping was indicated, and noted that a schematic
would allow people to see privacy mitigating measures of the trees. He noted that no one
can tall how big the residence will be once it's on the court, and did not believe that the
story poles worked in that respect. He would like to see a digital image of how it blended
into the neighborhood from all four sides-
Commissioner Roberts noted that the Commission had never requested computer modeling
for an individual home.
Commissioner Sedlak agreed with Commissioner Maas with respect to non-obscured and
operable windo ws_
Commissioner Maas favored regular, non-obscured bay windows with proper landscaping.
She believed that the neighbors should work together with respect to color and materials,
and then present them to the City for approval.
Commissioner Roberts believed that verifcation of framing should take place.
Commissioner Kameny believed that verification of framing would benefit the applicant.
PLANNING COMMISSION MINUTES March 12, 2003 Page 12
