They chose the home for its privacy, and noted that there were no windows on one side of <br />their home. On the other side, there were no windows on the upper floor. He noted that the <br />large addition to the Griders' home included three windows that violated their privacy by <br />looking into their yard, a bay window, their family room, dining area, and a bathroom. He <br />noted that in Exhibit B, Items 3.d. and 3.e. totally solved their privacy issues by suggesting <br />either no windows, six foot high windows, or windows that were frosted, etched, or <br />stained- He believed that having some windows were more beneficial to the project than <br />none, but wished for them to be obscured in some way- He requested that those conditions <br />be enforced, and appreciated the staff's efforts. He expressed concern about construction <br />debris and porta-potties being placed on his property. <br />Commissioner Maas noted that staff would contact the contractor to ensure that those <br />materials arc put on the subject property. <br />Chris Schlies, applicants' attorney, 699 Peters Avenue, Suite B, noted that he had <br />represented the owners of the uphill property owners on Montevino in the early 1 990s. <br />They were not able to regrade their lots because of a CCB~R protection of the downhill <br />neighbors. He noted that they regraded their lots without permission; they were allowed to <br />continue under the severe vigilance o£ the City. He noted that the Vintage Hills residents <br />expressed their concerns to the City that this development would intrude on their backyard <br />privacy, and would impact their views to the east, which primarily included rolling hills. <br />He observed that at this point, the tables were turned, and believed the history was worthy <br />of consideration. He noted that with respect to the frosted windows, the Griders had a nice <br />view to their pool and the northeast from the bonus room. He believed that they should be <br />able to use of that view. <br />Laura Sorich, 3161 Catawba Court, noted that she had no issues with this project, and <br />believed that the applicants should be able to build the addition to their home as long as it <br />meets Code_ <br />Commissioner Roberts advised that any proposed removal of heritage trees must be <br />brought before City staff, which would make a decision. If the decision is appealed, it <br />would be brought before the Heritage Tree Board. <br />Steve Grider noted that the building supplies and the porta-potty would be located on his <br />property. He wished to respond to the concerns regarding the massiveness o£the project, <br />and noted that other additions had been approved in his neighborhood, including a 3,961 <br />square foot project that included a turret- He displayed pictures of several similar projects. <br />In response to an inquiry by Commissioner Kemeny, Mr. Iserson advised that the Griders <br />were willing to accept 24% feet, and that staff approved 23% feet. <br />THE PUBLIC HEARING WAS CLOSED_ <br />Chairperson Arkin noted that the neighbors wished to define quiet work with respect to the <br />Saturday hours of operation. <br />PLANNING COMMISSION MINUTES March l2, 2003 Page 11 <br />
