done on the weekend as possible. She noted that her husband worked odd hours, and often
did not get to sleep until 4=00 a. m.; they preferred that early construction not disturb his
sleep.
Lisa Joluzston, 3 1 1 O G'aiawba Court, noted that the process had been stressful and many of
her concerns had been expressed in the letter submitted to the City. She noted that their
home was 21. feet high_ Since the letter was submitted, they had met with the Griders and
agreed upon some issues, which were detailed in a second letter. She wished to submit a
revised issue to the Commission, and wished to delete one line in the Griders' letter, in
paragraph 3 c "They are comfortable with these explanations, and understand why we have
appealed the items we have, including other non-related height items."
She noted that the Griders needed to add their signature to the item stating that 10:00 a.m.
to 5:00 p.m_ on Saturday for exterior work was agreed upon. In addition, she believed it
should address both interior and exterior work that did not involve noise, and noted that
was a very important issue for them. She expressed that issue to the Griders, and she
believed they understood their concern_
Ms. Johnston wished to read a statement into the record:
"We were very pleased with the City's recommendations that the addition be
lowered to 23'/a feet with the hipped roof. We feel that at that height, it would fit in
more with the homes on our court, but also gives us some view back that will be
lost from our bedroom window. But when we met with Steve and Eileen, we
learned that they were no longer appealing the hipping of the roof. They also
expressed their desire to have a nine foot ceiling back. We wanted to reach a
compromise on this issue, since it seemed to important to them, but at the same
time, we wanted to come to an agreement that we thought was fair for everyone. It
wasn't an easy decision for us to reach, but we agreed to give them the 12 inches
that they desired in their ceiling height, and that wasn't an easy decision for us
because I felt that all along that our requests were more than reasonable: the two
hours on Saturday, and keeping the project as low as possible."
She noted that the copy she submitted to the Commission stated that they agreed to
Saturday construction hours between 10:00 a.m. and 5:00 p.m_ for interior and exterior
construction. They have agreed to allow quieter work associated. with interior construction
that did not involve loud tools from 8=00 a_m. to 5:00 p.m., once the shell was constructed.
Chairperson Arkin advised that the signed agreements between the neighbors had nothing
to do with the City.
Ms. Nerland. advised that unless they were incorporated into a condition of approval, the
City will not enforce private agreements between property owners.
Dave Somersett, 31 19 Catawba Court, noted that they were primarily concerned about
privacy. He noted that their home was 27 years old, and they had been the only owners.
PLANNING COMMISSION MINUTES March 12, 2003 Page 10
