Resolution No. PC-2003-08 was entered and adopted as motioned_ <br />The Planning Commission recessed for a break at 8:58 p.m. <br />Chairperson Arkin reconvened the meeting at J:09 p_m. <br />d. Request for Recommendations rewarding the City's Capital Improvement <br />Program for Fiscal Years 2003-04 through 2006-07 <br />Steve Bocian, Deputy City Manager, presented the staff report. He noted that every two <br />years, the City prepares a comprehensive Capital Improvement Program <CIP~_ The CIP <br />provides the City Council and the community with information necessary to identify <br />capital improvement needs for a period of four years. Previously, the CIP covered a period <br />of five years; to be more consistent with the City's two-year budget cycle, the plan was <br />changed to a four-year plan. <br />The CIP includes major improvement projects related to parks, streets, sewer and water, <br />and other projects such as police, fire, and general government. The four-year CIP will he <br />approved in June, 2003, and will cover the years beginning July 1, 2003 through June 30, <br />2007. The City Council will approve funding for the projects included in the t3rst two years <br />of the CIP. Projects included in the final two years of the program are listed for planning <br />purposes only. <br />Staff requests the Plat~iiing Commission, and other City Commissions, to identify the <br />highest priority projects which should be considered for funding during the upcoming CIP <br />term. "Highest priority" projects are those that warrant a significant and immediate need, <br />and should be funded as soon as revenue becomes available. Once all City G'ommissions <br />have identified the highest priority projects, staff will use these recommendations as a <br />means of prioritizing project funding. While final funding is dependent upon factors such <br />as needs as perceived by staff, community expectations, availability of project revenue, the <br />ability to complete the project within the funding cycle, and project approval by City <br />Council, the Commission's input is an important part of this process_ <br />In response to an inquiry by Commissioner Maas regarding the cutbacks in the State <br />budget, Mr. Bocian replied that they may affect the CIP, but that he believed they probably <br />would not The amount of development fees would probably be affected if the amount of <br />anticipated development was reduced. He noted that staff and operations were not affected. <br />Chairperson Arkin recommended that the ~:ommission use a scale of 1 to 5 (lowest to <br />highest) to identify each Commissioner's priority for each project. <br />Ms. Nerland advised that staff would keep track of the ratings, and provide a list of the <br />highest priorities_ <br />Commissioner Maas noted that funding for future projects was very important_ <br />PLANNING COMMISSION MINUTES February 26, 2003 Page 13 <br />
