4_ Add language into the ordinance that wind energy facilities not be placed in
visible hillside locations_ Staff updated the ordinance to address this issue.
5_ Bring back information to the Commission about the State's wind energy
regulations. This information was attached to the Planning Commission
report.
6_ Add requirements into the ordinance addressing mechanical drive
equipment, such as engines and turbines which do not produce electricity.
Staff looked into this issue as requested by the Commission, and has not
addressed this item at this item. In staff's opinion, potential regulations
regarding mechanical drive equipment are worthy of a thorough discussion
and review with interested parties, including the business community and
other agencies.
This type of equipment may be used to pump hot or cold water to operate
chillers, cooling towers, and to pump sewage. Staff would like to better
understand the scope and application of mechanical drive equipment, and
believes that potentially impacted businesses, agencies, and interested
parties should be provided with an opportunity to provide input and
comment on the drafting of the proposed regulations. While not tecYuiically
an energy issue, staff suggests that the Energy Advisory Group may be an
appropriate forum for discussion on this matter, since it has technical
expertise and representatives from the business community. However, the
Commission may wish to suggest a different forum for discussion on this
item.
Staff recommends that the Commission consider recommending that
mechanical drive equipment regulations be studied in the future, and
incorporated into a separate draft ordinance dealing specifically with this
type of equipment. Staff recommends that the Commission take action on
the draft generator siting ordinance as listed in the staff report, with the
addition that the Commission direct staff to add into the PUD section of the
Pleasanton Municipal Code that emergency standby electricity generators,
and on large lots, that portable temporary electricity generators be permitted
uses in PUDs that do not have an approved PUD development plan. If this
is not done per Code, these uses would require a use permit.
A discussion of examples of the referenced PUDs ensued_
THE PUBLIC HEARING WAS OPENED_
Mike Faber, 833 Abbie Street, inquired whether a 2,000 watt emergency generator would
he allowed anywhere in a Pleasanton residential neighborhood. Chairperson Arkin replied
that it would be allowed, but that it should be set up properly so the additional generated
power would not be dumped onto the grid and injure the workers.
THE PUBLIC HEARING WAS CLOSED_
PLANNING COMMISSION MINUTES February 12, 2003 Page 3
_-__-._ -_---_ ._.._. _. _.__T _.. -----~--- _... _ .... _... - --- .. _ _ _. _.. r _ _.. _. _. _r-.
