Commissioner Roberts advised that the following change should be made on page 24, <br />paragraph 4: "She believed that the State and ABAG had a wish list wish regard to the <br />housing numbers and the "'^^'~ 2006 date." <br />The minutes were approved as amended. <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO <br />ADDRESS THE PLANNING COMMISSION ON ANY ITEM WHICH IS <br />NOT ALREADY ON THE AGENDA <br />There were none. <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br />Mr. Iserson advised that Item 6_c. would be continued indefinitely. <br />5. MATTERS CONTINUED FOR DECISION <br />a_ PRZ-7. City of Pleasanton <br />Application to amend the Pleasanton Municipal Code to provide for a generator <br />siting ordinance that would establish locational requirements, design requirements, <br />operation requirements, noise requirements, and City review procedures for <br />electricity generator facilities. More speci£cally, the ordinance would establish <br />requirements and review procedures for the following types of facilities: turbines <br />and engines that generate electricity, emergency backup generators, fuel cell <br />facilities, photovoltaic facilities, and wind energy facilities. Nuclear power facilities <br />would not be allowed. The Planning Commission will also consider the Negative <br />Declaration prepared for the project. <br />Robin Eisenwinter presented the staff report. She summarized. the previous hearing by the <br />Planning Commission, and noted that the Commission directed staff to follow up on six <br />items: <br />l . Add language into the ordinance allowing portable temporary generators to <br />operate on larger residential and agricultural lots. Staff has added the <br />language into the ordinance. <br />2. Re-evaluate whether medium-sized generators were appropriate in <br />residential districts. Staff finds it highly unlikely that a use in a residential <br />district would ever need a generator 1 megawatt or greater in size. A church <br />or condoiriinium complex may use 20 kilowatts. Statf recommends that <br />electricity generators 1 megawatt or greater not be allowed in residential <br />districts. Staff updated the ordinance to address this issue. <br />3. Add language into the ordinance requiring small electricity generators to be <br />cogeneration facilities if feasible.
