Commissioner Roberts noted that the Commission should participate in that process, <br />because it affected the kinds of housing that the Commission approved- <br />Commissioner Roberts noted that she saw an item regarding East County Zoning regarding <br />Mr_ Balch trying to break up his property in Happy Valley- She inquired whether there had <br />been any discussion between the County and the City_ <br />Mr_ Swift noted that the application had been with the County for approximately one year, <br />and that Mr_ Balch wished to split his property. City planning staff have written letters in <br />opposition to that action- Mr. Balch was directed to explore the City's policy, which was to <br />annex and follow the Happy Valley Specific Plan rules. His subdivision request came very <br />close to following the Specific Plan rules- Because Mr. Balch did not wish to be in the <br />City, his application would be heard by the County- His main hurdle was the prohibition of <br />the septic tanks in the Happy Valley area, and he planned to ask the Board of Supervisors <br />to modify that moratorium i£a high tech septic tank could be used. The new lot would be <br />at the bottom of the hill. <br />Commissioner Maas noted that she had received an email, advising that a joint workshop <br />with City Council would be held on May 27, 2003, at 8:30 p.m. <br />Commissioner Maas noted that an email was received from Susan Horne for the next <br />Planning Commission meeting. <br />Mr. Iserson confirmed that would be included on the agenda for the next meeting, and that <br />staff was attempting to £md a reasonable compromise with the neighbors. <br />G'hairperson Arkin advised that he would recu se himself from the item because of the <br />property's proximity to his home- <br />In response to an inquiry by Commissioner Roberts, Mr_ lserson noted that the <br />McDonald's landscaping was progressing, and that they had developed a plan to plant the <br />trees so that they would not be affected by the widened road. <br />Commissioner Roberts noted that she had advised Jenny Soo regarding the DVD kiosk in <br />front of the McDonald's next to the freeway- She had been informed that it would be gone <br />by the end of the inonth_ <br />Commissioner Sullivan recalled the Commission's discussion regarding the fire station and <br />light pollution, and noted that the motor homes at the t$irg rounds produced an excessive <br />amount of bright light in the middle of the night He inquired whether any action could be <br />taken. <br />Chairperson Arkin inquired about appeals made by Planning Commission members.
