Commissioner Sullivan would like to see the Commission explore and evaluate potential <br />land uses that would benefit the East Side community, and in doing that, circulation and <br />other impacts would be examined- He believed that the commissions, businesses, and <br />residents should be involved, and that this would be a more detailed effort than a General <br />Plan Update- He noted that the extent of the participation depended on the amount o£ time <br />available to develop the plan. <br />C7ommissioner Roberts believed this could be rolled into the Land Use Element as a <br />separate study area, with a lot of workshops. She would not want to turn this item over to a <br />task force, and believed that the Planning Commission should be heavily involved because <br />of the complexity of the issues. She emphasized that citizen input was crucial, and that the <br />discussions could be broken up to address parks, housing on the East Side, business, and <br />transportation and circulation which would be the overarching subject. <br />Chairperson Arkin noted that a series of focused. workshops would be an important <br />direction to take, with public input at each workshop. <br />G'orramissioner Roberts suggested that the work product of the workshops be folded into <br />the Land Use Element. <br />Commissioner Maas noted that it was sometimes difficult to get the public involved, and <br />suggested that the workshops be brought to the public in the East Side via hoaraeowners <br />meetings, etc_ <br />Commissioner Sedlak noted that a large area would be unusable, and added that Kie-Wit <br />and Vulcan were likely to be in operation for a long time. He added that the Staples Ranch <br />had been on hold, and that the Hanson property's future depended on Zone 7. He noted <br />that 40% of the available land would be usable, and that between 20 40% of the <br />remaining land would be dedicated to open space. He noted that unless the Stoneridge <br />extension were built, some of the land would be accessible. <br />Chairperson Arkin noted that staff would be able to provide traffic modal data for the area- <br />Commissioner Sedlak noted that this was a very diftcult planning challenge, with very <br />little land and even less access to it. <br />Commissioner Maas noted that the traffic circulation would drive the rest of the plan, and <br />needs to be defined first. <br />Mr. Swift suggested crafting a motion to pass the information to City Council, and that <br />City Council should initiate a process where the Planning Commission could study the area <br />through a series of workshops as described. <br />Commissioner Sullivan noted that certain tools should be available to the Commission to <br />address the impacts of one area of focus on the others- <br />PLANNING COMMISSION MINUTES February 12, 2003 Page 17 <br />
