G'ornmissioner Roberts noted that regardless of whether Stoneridge went through, El <br />Charro going through would help that intersection. <br />Mr. Swift believed that Stoneridge was more important to that intersection_ <br />Mr. Walsh noted that they wished to get some direction from the Planning Commission as <br />they proceeded with their application_ They had worked on the current application since <br />May, 2002, and had attended several Planning Commission and Housing Commission <br />meetings. He noted that their main concern was with regard to any moratorium <br />surrounding the East Pleasanton Study Area. They would like their application to proceed <br />and stand alone. <br />Commissioner Roberts noted that if this project were separated from the East Side Study, <br />the Commission would have more questions for Mr. Walsh_ <br />Bil] Berger, VP Operational Services, Hansen Aggregates West, 136 Victory Circle, San <br />Ramon, wished to clarify the questions regarding the lakes_ Lakes H and I were part of the <br />chain of lakes concept, as designated by Zone 7. He noted that the small, skinny "lake" on <br />the west side of Lake I was put in by Hanson as Lake I was being excavated; they pumped <br />water to the west relief face of Lake I, which was the percolation face from the working <br />pit, in order to dewatcr it_ <br />A discussion of the drainage, percolation, and possible soil erosion ensued. <br />Mr. Berger advised that there had been concern about water levels, and noted that Cope <br />Lake was a sealed basin which did not percolate, and was used for silt. In response to <br />Commission concerns about flooding, he noted that the lakes could not exceed the 350 foot <br />level. Currently, Cope Lake was at the 343- to 345-foot level. As part of the agreement, <br />Zone 7 would take Lakes H and I, and will go out to Mohr Avenue and take that property. <br />Hanson would not have any access to Lakes H and I, and Cope Lake was not part of the <br />Chain of Lakes. He noted that they would give Zone 7 an easeirient around the lake for <br />maintenance, but they do not have ownership up to the water level on Cope Lake because <br />that was part of a separate agreement. <br />In response to an inquiry by Chairperson Arkin, Mr. Berger confirmed that access roads <br />did go down to the water level. <br />In response to an inquiry by Commissioner Roberts, Mr. Berger noted that in 39 years, <br />they had not had any problems with people accessing Lake I from Martin Road. <br />Greg Sousa, Kie-Wit Construction, 3200 8a 3300 Busch Road, noted that he was the plant <br />supervisor of the casting yards. He described the site used by Kie-Wit, and noted that they <br />manufactured precast, prestressed piling in the 35 acre square in the center. He noted that <br />they have manufactured the piling for 30 years, and Hanson was their source £or aggregate. <br />They currently have an agreement with Vulcan for aggregate. He noted that as a property <br />owner, they wished to be involved throughout the study process. They planned to attend <br />PLANNING COMMISSION MINUTES February 12, 2003 Page 15 <br />
