believe that the project would benefit the City, and that they would complete the landscape, <br />streetscape, and hardscape on Valley Avenue from the northern end of their storage project <br />to Busch Avenue. <br />Mr. Walsh displayed a photo montage of the existing landscape and hardscape, looking <br />onto the Hanson quarry project, as well as the Kie-Wit property- He believed that their <br />residential project would be attractive, and would £mish of Valley Avenue. He noted that <br />there was a buffer between Valley Avenue and the East Pleasanton study area. In addition, <br />they proposed to complete the Iron Horse Trail from the north part of their project to <br />Busch Road as part of the residential project. <br />Mr_ Walsh noted. that they would propose a community enhancement to the north end of <br />the property, near Busch Road, to act as an entrance or exit from the Iron Horse Trail He <br />noted that they planned to work with Ponderosa Homes and the church on their landscape <br />design for the entrances to their new projects. <br />Mr. Walsh noted that the project would be built with a green building plan, as the storage <br />project was, and that they planned to use photovoltaic systems- He noted that all residential <br />units would be photovoltaic-ready, and outdoor lighting would be powered by <br />photovoltaics_ Affordable housing units would be provided with photovoltaic systems, so <br />that they would not have to incur the additional cost- He noted that there was an alternative <br />transportation route, as well as recreational route. He believed that the project would have <br />a simple approval process if it was not included in the East Pleasanton Study Area- They <br />had submitted a preliminary application to the City, and Plan A reflected the City's input. <br />With respect to the two plans, Plan A was a townhome project with rear driveways and <br />garages- He noted that Plan Shad front driveways and garages, as well as back yards. <br />Commissioner Sedlak expressed concern that the trail might be removed- <br />Commissioner Roberts noted that the trail went to the underpass, and that there was a <br />problem crossing Stanley at that point- She had mentioned that to Mr_ Swift before, and <br />noted that part o£the trail from Busch Road southward was not the major transportation <br />portion of the trail. <br />Mr_ Walsh noted that in Plan A, rear driveways precluded rear yards, but it allowed them <br />io n-iake the Iron Horse Trail more of a design element because of the additional width in <br />the landscape area. <br />In response to an inquiry by Commissioner Sullivan, Mr_ Swift confirmed that the average <br />number of daily trips on Valley at buildout would not be much higher than current levels <br />because both El Charro Road and Stoneridge Road went through the area. He estimated <br />that it would be in the 30,000 to 35,000 range; currently, he estimated 25,000 to 30,000 <br />trips. <br />PLANNING COMMISSION MINUTES February 12, 2003 Pagc 14 <br />
