Commissioner Roberts believed that was a problem because certain areas are taken off the <br />grid when PGBsE moves the lines. <br />Coirimissioner Sullivan noted that the ordinance stated that situation was covered under the <br />ordinance, and that the entire grid was not required to be offline for the generators to be <br />allowed. <br />Commissioner Roberts believed that language should be clarified; Ms. Eisenwinter <br />confrmed that staff would make that change. <br />In response to an inquiry by Commissioner Roberts, Ms. Eisenwinter confirmed that wind <br />generators could be used only on rural lots that exceeded a certain acreage because of noise <br />and visual irnpacts_ <br />Commissioner Sullivan drew the Commission's attention to the matrix in Exhibit B, which <br />defined allowed and non-allowed facilities. <br />Commissioner Roberts noted that her generator was necessary because of the agricultural <br />uses, especially with regard to the vineyards, and believed that should be clarified to <br />address rural residential districts. <br />Ms. Eisenwinter advised that generators would not be allowed in R-1 districts, with the <br />exception. of a conditional use permit in AG. <br />A discussion about the use of temporary and permanent generators ensued <br />Commissioner Roberts inquired as to what would occur if the State allowed a power plant <br />greater than 50 megawatts on the Hanson property. Ms. Nerland replied that the State <br />would have to exairiine the City's land use policies, and make a finding if they were to do <br />something contrary to the City's land use. She noted that there is some attempt in the <br />legislation to give some local voice, but not local control. <br />Commissioner Sullivan noted that the Energy Commission, which approves power plants <br />over 50 megawatts, is required to take local ordinances and regulations into consideration. <br />He noted that would be taken into consideration in the event of a lawsuit. <br />In response to an inquiry by Commissioner Roberts, Ms. Eisenwinter noied that unless PVs <br />were tl at mounted on the roof of a residence, they would be subject to design review_ <br />Some instances of commercial and industrial facilities would also be subject to design <br />review_ If complaints were received about glare £rom flat-mounted PVs, staff would <br />attempt to work with the owner before requiring a design review. <br />In response to an inquiry by Commissioner Sullivan with respect to the wattage values <br />assigned to the facility sizes, Ms. Eisenwinter replied that larger campuses may want to <br />have a facility larger than 1 O watts and still keep all the power on-site.
