allow that, because a large category would require the facility to be 1 _5 miles away from <br />residential areas_ <br />THE PUBLIC HEARING WAS OPENED_ <br />Chuck Weidel, 7295 Valley Trails Drive, inquired whether the ordinance encouraged or <br />discouraged photovoltaic facilities. Ms. Eisenwinter advised that the ordinance encouraged <br />photovoltaics by allowing certain facilities to skip the design review process, and to allow <br />an applicant to pull a permit to flat mount PV panels on the roof. The applicant would <br />present a site plan and a drawing to a staff member in the Plar~ning Department, and the <br />site plan would be stamped if they were to be flat mounted. The applicant would then pull <br />the building permit at the Building Department. Mr. Weidel emphasized that the <br />installation of photovoltaics should be encouraged. <br />James Paxson, 4473 Willow Road, Suite 1 O5, Hacienda Business Park, noted that he spoke <br />as a member of the EAG and on behalf of businesses that would like to use the proposed <br />ordina-iice_ He noted that businesses were likely to install cogeneration facilities in the near <br />term, and believed that the ordinance would be very important to enable Pleasanton to be <br />more secure in its energy use. He believed that the EAG developed a very good document. <br />He concurred with Ms. Eisenwinter's recommendation with regard to the LEEDTM energy <br />credits. He noted that he recently installed 45 kilowatts of solar panels on his roof, and <br />added that the new panels had a muted gray tone which were not reflective and bothersome <br />to his neighbors. <br />THE PUBLIC HEARING WAS CLOSED_ <br />Commissioner Sullivan noted that Mr. Paxson had used the building integrated <br />photovoltaics, which were also used in the zero net energy house in Livermore. <br />In response to an inquiry by Commissioner Sedlak, Ms. Eisenwinter replied that fossil fuel <br />generators would not be allowed at single-family residences, except for emergency backup <br />generators _ <br />A discussion about temporary generators for agricultural uses ensued. Commissioner <br />Roberts believed that such uses should be allowed_ <br />Commissioner Sullivan noted that when the EAG was started, it became apparent that the <br />Energy Plan should be developed £irsi, and that the generator siting ordinance would <br />follow that Plan to be consistent with it. He noted that its goals included making it easier to <br />use photovoltaics, protecting the community from another Enron situation, to protect the <br />environment, and to help the power grid by relying less on central power plants. 13e <br />believed that some flexibility should be included in the ordinance to follow the intent of <br />the EAG. <br />Commissioner Roberts believed that the temporary use of small, portable generators on <br />large parcels of land should be allowed_ <br />PLANNING COMMISSION MINUTES January 22, 2003 Page 7 <br />
