Staff recommends that: <br />1 . The Commission consider recommending to the City Council that smaller <br />generator facilities be allowed in single-family homes, subject to the basic <br />small generator facility regulations, and subject to conditional use permit <br />approval . <br />2. The Commission consider recommending to the City G'ouncil that the <br />existing 1 ,000 foot noticing distance be maintained, and that a physically <br />larger public notice ad be required in the local papers for iriediuiri and large <br />electricity generator facilities, and medium and large fuel cell facilities. <br />3 _ The Commission take the £ollowiiig actions: <br />a_ Recommend that the City Council adopt the draft negative <br />declaration, as shown in Exhibit C; <br />b_ Recommend that the City Council adopt the drag generator siting <br />ordinance, as show in Exhibit A; <br />c_ Recommend that the City Council direct staff to consider ways to <br />provide applicants with some type of green building/LEED~'M credit <br />for cogeneration or combined cycle proposals; and <br />d_ Recommend that the City Council direct staff to consider ways to <br />provide applicants with some type of green building/LEEDTM credit <br />for biodiesel/natural gas proposals for emergency standby <br />generators _ <br />Commissioner Roberts noted that she had a 3,000 watt generator, which was necessary in <br />her area due to the power outages and resultant lack of water. She inquired whether that <br />would be allowed under the ordinance. <br />Ms_ Eisenwinter noted that a member o£the EAG owned a similar generator that ran from <br />natural gas, and which powered his home_ She added that he was not a resident of <br />Pleasanton_ <br />Commissioner Sullivan advised that the ordinance did not currently allow that generator <br />use, and added that a small generating facility consisted o£ anything up to one megawatt. <br />In response to an inquiry by Commissioner Sedlak, Ms. Eisenwinter replied that type o£ <br />generator had a 1 O' by 20' footprint. She noted that staff' s recommendation was not to <br />allow them at rasidancas_ <br />Commissioner Roberts noted that PGBcE supplied her with a large generator when they <br />took her off the grid for two days, and added that it was extremely noisy. In response to her <br />inquiry, Ms. Eisenwinter replied that it would not be disallowed because it was azz <br />emergency generator_ <br />Commissioner Roberts noted that the ordinance language stated that the entire grid for the <br />City must be oftline to use these generators.
