Zoning for the property is RM-4,000 (Multiple-Family <br />Residential, 4,000 square feet site area per dwelling unit.) <br />This item was continued to February 12, 2003_ <br />d. PUD-OI-1 M, Mark Arola and Sohn McCurdy <br />Application for a major modification to an existing PUD development plan for six <br />lots on a 4.2-acre site located at 2503 Vineyard Avenue to modify the lotting <br />pattern and to create design guidelines in place of building designs_ The subject <br />property is zoned PUD Planned Unit Developments - LDR Low Density <br />Residential. <br />Commissioner Roberts recused herself from this item_ Commissioner Sedlak was seated at <br />the dais. <br />Marion Pavan summarized the staff report, and detailed the history of the project. He noted <br />that the plan had been unchanged since the previous work session_ Staff considered it to be <br />appropriate to extend some flexibility to the applicants regarding this submittal. The <br />updated tree and noise analyses would be submitted with the final subdivision map. <br />Staff conditioned the item so that all of the individual house designs would come before <br />the Planning Commission as separate design review items. Loti 6 is still required to take its <br />access through the Hahner portion of the previously approved development plan. The final <br />subdivision map is being processed by Public Works, and easements would be required <br />from the public street network of Hahner, going to Lot 6. Therefore, the construction of <br />Lot 6 would be predicated on the public street access to Hahner being provided, or the <br />developer of Lot 6 providing access through the shared driveways through the public street <br />to Vineyard Avenue. <br />He noted that the site was reviewed by Linda Chavez of the East Bay Regional Park <br />District_ She requested a maximum single story building height of 23 feet be applied to the <br />homes overlooking Shadowcliffs. Staff would like to apply flexibility to apply a second <br />story element built within the sloped attic of the home, which was acceptable to EB RPD_ <br />Staff wished to correct the conditions in Item 4.c_, and to the design guidelines referencing <br />a 25-foot building height; it should read 23 feet Condition 26.k. is being amended to state <br />that any excavation of the lots causing the subdrain to be relocated would be at the lot <br />owner's expense. <br />Mr. Pavan noted that Chairperson Arkin had questions pertaining to the green building <br />measures for this project, and requested that the Ponderosa conditions for the Busch <br />PLANNING COMMISSION MINUTES January 8, 2003 Page 15 <br />
