Commissioner Sullivan noted while many people believed that the study was a bad idea, he <br />suggested it because the original tentative map had no bypass road. The only access was on <br />the EVA, and the recommendation to the City Council that neither the houses nor the golf <br />course could be opened until a bypass road was studied and a decision made. The City <br />Council changed that recommendation, as well as the six month deadline- <br />In response to an inquiry by Chairperson Arkin, Mr_ Rasmussen advised that the City <br />Council followed up on the Planning Commission's condition of having the study- The <br />only change they made was not to tie it to the opening of the golf course and occupation of <br />the homes- He noted that on January 21, the City Council would have the opportunity to <br />provide the same alternative alignment input. A. consultant contract will be available to <br />recommend to the Council to begin immediate analysis of the alternatives- The Planning <br />Commission suggested a six month time limit, but Council did not put a specific time limit <br />on the study. He anticipated that the study should be completed in six months. He <br />estimated that the budget for the study would be approximately $45,000. <br />Commissioner Maas disclosed that she had met with Mr_ Spotorno. <br />Commissioner Roberts advised that she had also met with Mr. Spotorno_ <br />A discussion of the project's history ensued- <br />Commissioner Sedlak noted that he had been on the golf course committee, and had been a <br />resident in the area for years. He suggested the use of electric shuttles between the golf <br />course and the temporary lot- He would like the following to be included in the temporary <br />condition: <br />1 . The players would be required to use the shuttles from a temporary lot; <br />2. No player would be allowed to use any entrance off Alisal Street or Happy <br />Valley Road during the evaluation, or until a permanent resolution is <br />decided upon. <br />Commissioner Sedlak noted that the temporary condition should allow the City to <br />accurately collect data on traffic and noise levels from the existing condition on Sycamore <br />Creek Road, which allowed access to the golf course_ <br />The Planning Cornrnission concluded that it would recommend the following three <br />alternatives for consideration in the upcoming study= termination of Alisal Stree[ before it <br />connects to Happy Valley Road, westerly connection between the golf course and I-680 <br />near the Verona Street bridge, and a temporary electric bus shuttle. <br />Chairperson Arkin advised that the City Council would consider this item in two weeks_ <br />PLANNING COMN[ISSION MINUTES January 8, 2003 Page 14 <br />
