residents. He noted that otherwise, the residents would have to vote in, pay for, or commit
80% of the people to support it before the infrastructure services would be considered. He
believed that infrastructure should be built while the road was already being dug up, which
would take advantage of the economies of scale. He noted that the lawsuits would become
expensive, and that it was time to be logical about this matter.
Jerry Wagner, 6344 Alisal Street, discussed the route that the current construction traffic
was to take through the Spotorno property. He noted that instead, 1 8-wheelers are hauling
equipment down the wrong side of Alisal Street, nearly causing two accidents to date. He
noted that more truck traffic would be generated throughout the golf course construction
period. He expressed concern about promises made to the neighbors not being kept He
wanted the City to build the original bypass road as promised, or to build Alternative 2. He
did. not believe that Alternative 4 would be completed within Mr_ Belch's lifetime. He
believed that the proposed golf course was an aberration that was not needed, and should
be abandoned.
Sud Barlow 6723 Alisal Street, noted that it was important to keep traffic off Alisal Street.
He displayed another alternative on the map, which would provide access to the golf
course from the City, or west to the Verona Bridge to Pleasanton. He requested staff to
examine that alternative.
Mr. Rasmussen noted that speci$c alternative had not been included in past studies, and
that she would be happy to look into it.
Laurel Morais, 6233 Alisal Street, noted at the last meeting she attended, Supervisor
Haggerty stated that traffic would be routed on Alisal Street and Sycairiore Road, that
Happy Valley Road would be closed, and there would be no bypass road. She believed that
a golf course would not generate as much traffic on Alisal Street and Sycamore Road as
the neighborhood believed. She opposed any bypass road except for the original bypass
cited in the Specific Plan_
Kevin Close, 871 Sycamore Road, did not see any productive purpose to examining other
alternatives, and was concerned that the bypass road would not be built at all. He believed
that any alternative other than the original bypass road was a waste of time and money. If
the original bypass road could not be built, he believed that any of the upper Spotorno
property should he put into a conservatory because there was no access up there.
THE PUBLIC HEAKING WAS CLOSED.
In response to an inquiry by Commissioner Maas, Mr. Rasmussen noted that making the
temporary road into a permanent road had been suggested as Alternative 5 by the
Spotornos.
Commissioner Maas questioned placing a cul de sac at Alisal Street. Mr. Rasmussen noted
that suggestion had not been made before.
PLANNING COMMISSION MINUTES January 8, 2003 Page 13
