neighborhood irieeting on November 21, 2002, by a long-time Happy Valley resident, that <br />particular road was discounted in the staff report in 1996_ She paraphrased the language <br />from that staff report, citing grading, environmental, and economic factors. She added that <br />it would not provide adequate emergency access. She then submitted a petition entitled: <br />"Petition Against Study of Alternative By-Pass Road" She supported studying the original <br />bypass road. <br />Toni Daggett, 6034 Alisal Street, noted that he lived near Alternative 4 Moot of Spotorno <br />Hill. He noted that he planned to build an in-law house on his property for his family. He <br />had a problem with the Spotorno family suggesting that their property should be <br />condemned. He noted that would take half of their property away, and would make their <br />future plans impossible to pursue. He recommended the original bypass road, and would <br />like alternatives 2 and 4 to be discounted_ I-Ie noted that the gate was a political issue, and <br />suggested that if it were to be built, that it be placed near Sycamore Road and Alisal Street. <br />Dee Liclican, 6748 Alisal, recommended that the original bypass road be studied. She <br />expressed concern that economic feasibility will point the Commission to the final <br />alternative, which used the emergency vehicle access as the main entrance to the golf <br />course. <br />Daryl Horan., 6330 Alisal, noted that she owned two parcels and Horan Lane_ She has been <br />a Happy Valley resident for 29 years, and was very disturbed by Alternative 4_ She did not <br />appreciate the neighbors thinking of bypass plans that will ruin her quality of life and her <br />property values_ She supported the original bypass road, and did not want to be forced out <br />of her neighborhood before she was ready to leave. <br />Jay Lo Rhouse-Zeis, 6028 Alisal Street, noted that he lived next to the Daggetts, and <br />expressed concern about Alternative 4_ He noted that the Planning Commission had the <br />chance to save the City a signit3cant amount of money. He did not want to lose lot size, <br />which would be smaller than that cited in the Specific Plan. He opposed the construction of <br />a road 50 feet from his house, whereas the existing road lay more than 800 feet from his <br />house_ He requested that the land that was incorporated into the City should be used for the <br />bypass road and the City's golf course. He requested that his and his neighbors' lives not <br />be disrupted, and supported the original bypass road plan. <br />Dierdre Gipson, 6187 Alisal Street, supported Alternative 1, and was opposed to the <br />possibility of increased traffic on Alisal Street. She noted that the original alternative <br />affected one property owner, and the other alternatives affected multiple property owners. <br />Vince Barletta, 6290 Laura Lame, appreciated The Planning Commission's concern in this <br />matter. He stated that the annexation was voted down because it would decrease their <br />quality of life, and detailed the history of the annexation. Mr. Barletta commented: "I also <br />feel a little ashamed, because I sat up here in August and asked you to do this study, <br />because people said we've always heard that the Upper Bypass Road couldn't be done, but <br />_ _ _ indeed, the Bypass Road has been studied."
