<br />equipment for neW' traffic signal projects in the City for the last <br />three years. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City currently operates and maintains traffic signals throughout the City. The <br />mini-computers that control many of these signals are housed in steel cabinets, some of <br />which W'ere installed decades ago. Many of these cabinets are rusting and include <br />printed circuit board technology that has become unmaintainable due to a lack of <br />replacement parts. Several of these cabinets have failed over the last feW' years, <br />including the most recent November 8th failure of the cabinet at the intersection of <br />Hopyard Road at OW'ens Drive. The City's maintenance company W'as able to replace <br />this cabinet W'ith the one spare cabinet the City had in stock, but the outage caused <br />some congestion as the W'ork W'as performed while the signal W'as completely blacked- <br />out. <br /> <br />Staff recommends the initial replacement of ten of the traffic signal cabinets that are in <br />the worst condition, and W'hich are used to operated some of the City's most critical <br />intersections. Staff is recommending the purchase of these cabinets from Econolite <br />Control Products, Incorporated W'hich has supplied all such equipment for neW' traffic <br />signal projects in the City for the last three years. The cost of the cabinets <br />manufactured by Econolite is comparable with other manufacturers, and staff has had <br />feW'er operational problems W'ith these cabinets compared to those manufactured by <br />other firms. <br /> <br />Staff previously requested price quotes for a signal control cabinet from the folloW'ing <br />four manufactures and/or distributors: Western Pacific Signal, Econolite Control <br />Products, IDC-U.S. Traffic and Synchronex. Three of these venders responded W'ith <br />quotes. Staff revieW'ed these quotes and purchased the equipment for the last seven neW' <br />signals from Econolite. Staff is very satisfied W'ith the quality of these products and <br />recommends that future replacement cabinets be fabricated by Econolite. Econolite W'as <br />the second 10W'est bidder at about 7 percent more than Synchronex, the loW' bidder. <br />Staff has inspected both the Synchronex and Naztec products and has found that the <br />Econolite product quality W'as superior. For this reason, staff is recommending that the <br />bid be aW'arded to Econolite. <br /> <br />SR:05:334 <br />Page 2 of 3 <br />
