<br /> Air Quality Policy 1: Reduction of Pollutant Emissions. Reduce pollutant emissions through <br /> site planning and building design considerations. <br /> Guidelines: <br /> 1.1 Vehicle trips generated by new development should be reduced by implementing <br /> Transportation System Management (TSM) measures identified in the Transportation <br /> Element, and by effecting other physical transportation demand management (TDM) <br /> improvements designed to reduce trip generation. <br /> 1.2 "Green Building" construction practices should be followed to reduce volatile organics and <br /> other pollutants on-site and to reduce emissions region-wide created in producing energy. <br /> Air Quality Policy 2: Dust Control. Comply with Best Management Practices to control <br /> construction related dust emissions during all phases of construction. <br /> Cultural Resources Obiective <br /> TO PROTECT AND PRESERVE CULTURAL RESOURCES. <br /> Cultural Resource Policy 1: Known Resources. Protect known cultural resources by <br /> avoidance or "capping," or if known sites cannot be avoided or capped consistent with <br /> development of Phase II development, prepare and implement a Resources Recovery Plan prior <br /> to disturbing the site. <br /> There are known cultural resource sites designated by the State of California within the <br /> Planning Area. Avoidance of these sites may be achieved by retaining them as open space with <br /> no disturbance or as land uses requiring minimal disturbance of the sub-surface resources for <br /> site preparation. "Capping" may include the addition of soil and/or paving prior to site <br /> development such that no disturbance of underlying soils occurs. <br /> Guidelines: <br /> 1.1 Prior to approval of final site specific grading plans that may impact known cultural <br /> resource areas, a cultural resource survey should be completed to identify the extent and <br /> depth of known cultural resource sites. <br /> 1.2 Protection of cultural resources should be achieved through avoidance, limiting sub-surface <br /> disturbance for open space development, and if necessary, preparing and implementing a <br /> Resources Recovery Plan prior to disturbing the site. <br /> 1.3 If disturbance of cultural resources cannot be avoided, a Resources Recovery Plan should <br /> be developed and implemented. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 50 <br />
