<br /> Flood Control Policy 3: On-Site Flood Protection. On-site development should be protected <br /> against flood hazards by allowing habitable buildings only in locations or at elevations outside <br /> the 100-year flood plain. <br /> Guidelines: <br /> 3.1 Ifregional flood control improvements are not assured for the Arroyo de la Laguna prior to <br /> implementation of Phase II grading plans for the Western Area, then protection of on-site <br /> development in the Western Area should be provided by raising habitable building pad <br /> elevations. Such measures should provide protection against 100-year flood flows <br /> estimated for build-out of the Arroyo watershed area.. <br /> Current FEMAflood maps show that the 100 year flood event of 17,000 cfs through the Planning <br /> Area would be contained within the existing banks of the channel of the Arroyo de la Laguna. <br /> Estimates for futurefloodflows rangefrom 17,000 cft to 27,000 cft. The Zone 7 Water Agency is <br /> currently re-evaluating its flood flow estimates and developing a comprehensive flood <br /> management plan. <br /> 3.2 Future Phase II habitable buildings should be designed in a manner that protects them from <br /> 100-year storm events along the Arroyo and/or local drainage ways. <br /> Fire Safety Obiective <br /> TO PROTECT THE SAFETY OF FUTURE SITE USERS FROM POTENTIAL FIRE <br /> HAZARDS. <br /> Fire Safety Policy 1: Fire Sprinkler Protection: Require all new buildings to provide <br /> automatic fire sprinkler protection, per the specifications of the Pleasanton Municipal Code. <br /> Seismic and Geoloe:ic Safety Obiective <br /> TO PROTECT THE HEALTH, SAFETY AND WELLF ARE OF FUTURE SITE USERS <br /> FROM GEOLOGIC HAZARDS. <br /> Geologic Policy 1: Geological Investigations. Require preparation of detailed geotechnical <br /> investigations prior to approval of new development within the Planning Area. Incorporate <br /> applicable recommendations from detailed geotechnical investigations and follow local building <br /> codes in siting, design, and construction of habitable structures. <br /> Air Quality Obiective <br /> TO PROTECT THE HEALTH OF AREA-WIDE RESIDENTS BY MINIMIZING LOCAL <br /> AND REGIONAL AIR POLLUTANT EMMISSIONS. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 49 <br />
